- Description
- The Government intends to solicit and negotiate with only one source, Cocoon, Inc, 216 Lafayette Rd, North Hampton, NH 03862-2445. This procurement is for the instructional supervision for set up of a government owned EFASS hangar. The EFASS hangar, developed by Cocoon, Inc is a deployable aircraft maintenance hangar. Cocoon, Inc personnel are the only individuals that have intimate knowledge and technical expertise on the parts and erection procedure of the EFASS hangar. As such, this requirement will be conducted on a sole source basis in accordance with the statutory authority of 10 U.S.C. 2304(c)(1) and FAR 13.5. This Agency intends to enter into a firm-fixed-price contract with Cocoon, Inc, to supply two technical supervisors to work with customer supplied local personnel to erect one (1) customer supplied 25M EFASS Hangar at the 160th SOAR compound at Fort Campbell, Kentucky. The NAICS code for this procurement is 332311and the small business size standard is 500 employees. This sole source requirement will be procured under Other Than Full and Open Competition procedures and awarded on an unrestricted basis. THIS IS NOT A REQUEST FOR COMPETITIVE OFFERS and a solicitation will not be issued; however, any firm that believes it can meet the requirement may give written notification to the Contracting Officer No Later Than 26 April 2011, 1100 CST. Supporting evidence must be furnished in sufficient detail to demonstrate the ability to comply with the requirement listed. Responses received will be evaluated; however, a determination by the Government not to compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government. If no responses are received, the government will proceed with the sole source negotiation with Cocoon, Inc.
