Description
THIS IS A NOTICE OF INTENT, NOT A REQUEST FOR PROPOSAL. A SOLICIATATION DOCUMENT WILL NOT BE ISSUED AND PROPOSALS WILL NOT BE REQUESTED. The Clinical Center at the National Institutes of Health (NIH), Department of Clinical Research Informatics (DCRI) intends to negotiate on a sole source basis, under the authority of 41 United States Code (U.S.C.) 253(c)(1) as set forth in Federal Acquisition Regulation (FAR) 6.302-1 a contract for 24x7x365 hardware, OS software, device interface, and Soft Computer Application maintenance services for the IBM hardware and AIX operating system for the servers installed in the Clinical Center and support the existing Laboratory Information System (LIS). The vendor will provide onsite support of and provide genuine IBM hardware parts replacement as required responding within 4 hours from notification of failure. The vendor will provide device specific interface support for the laboratory equipment which communicates with the Laboratory Information System. The vendor will provide 24x7x365 Soft Computer application level support for all the modules that the Clinical Center has currently installed. This system has outstanding reliability and flexibility and the capacity to accommodate non-standard testing methods and reporting as well as individualized specifications for different ICD's, different protocols and changing health and research objectives of NIH researchers. Additionally, this system has the capability to replace human tasks, i.e. entering test request data into test instruments, receiving results electronically, evaluating results electronically, and delivering results to the MIS. Each of these steps and others in special cases automates a formerly manual process. Each instrument that is interfaced to the Laboratory Information System creates an immediate efficiency. This integrated information processing system serves Clinical Pathology (CPD), Anatomic Pathology (APD) and the Department of Transfusion Medicine (DTM) and creates the opportunity to share important medical test data, supporting the fulfillment of the NIH Clinical Center's primary mission of supporting scientific research involving human patients. The North American Industry Classification System (NAICS) Code is 541511 and the threshold is $23 million dollars. The anticipated period of performance will be the for period May 1, 2011 through July 31, 2011. The current software system, (Laboratory Information System) is proprietary to Soft Computer (SCC) who developed it and the SSC does not allow 3rd party maintenance and will not release their source code to other entities. The modules of the LIS in the Clinical Center are currently handling large volumes of patient data and test and diagnostic results it is absolutely imperative that there be no interruption in the ongoing operation/functioning of the existing system. It is critical that the system continues to be maintained by SCC who is the only source capable of providing the necessary maintenance including making revisions to the source code as circumstances may dictate. A Market survey was conducted in April 9, 2010. This notice is not a request for competitive proposals; however all responses received within 15 days from the date of the publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed contract action based upon responses to this notice is solely within the discretion of the Government.
