Description
The Mission and Installation Contracting Command, Fort Bragg, North Carolina intends to award a sole source contract in accordance with 10 USC 2304(c)(1) and FAR 6.302-1(a)(2)(ii)(A), to American Science and Engineering, Inc. (AS&E), 829 Middelsex Turnpike, Billerica, MA for Omni-View maintenance. AS&E, is the manufacturer of MICRO-DOSE Model OMNIVIEW GANTRY inspection system; this system is proprietary due to their patented AS&E technologies. AS&E will only provide detailed schematics and proprietary system information to AS&E service personnel. AS&E systems are highly complex electro-mechanical systems, which can only be serviced by AS&E trained and authorized service personnel. AS&E Field Service Engineers (FSE) who service systems such as the Fort Bragg Omini-View System are put through three-four month training periods prior to any field assignments. This extensive training enables AS&E FSEs the ability to effectively troubleshoot and solve complex system problems, which may arise. AS&E FSEs are also continually retrained on existing systems, plus new product/system developments. There are no AS&E authorized companies that perform services on the x-ray inspection systems, only AS&E employees are authorized to perform services. Interested vendors who believe they are capable of satisfying this requirement must submit a detailed capabilities statement to the email address provided below no later than April 21, 2011, 2:00 pm EST.
