Description
THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH THE FORMAT IN FAR SUBPART 12.6-STREAMLINED PROCEDURES FOR EVALUATION AND SOLICITATION FOR COMMERCIAL ITEMS-AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTATIONS ARE BEING REQUESTED, AND A WRITTEN SOLICITATION DOCUMENT WILL NOT BE ISSUED. THE SOLICITATION IS BEING ISSUED USING SIMPLIFIED ACQUISITION PROCEDURES. This solicitation is a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-51. The associated North American Industrial Classification System (NAICS) code for this procurement is 333924 with a small business size standard of 750 employees however, this requirement is unrestricted and all interested quoters may submit a quotation. The National Institute of Standards and Technology (NIST) has a requirement for the purchase of a forklift to include optional equipment maintenance to keep the forklift operating up to the original equipment manufacturers standards. This requirement includes the purchase of the forklift to include one year's maintenance as defined herein and three (3) additional one year option periods to continue upon the expiration of the original equipment manufacturers original warranty. Quoters must provide pricing for all line items in order to be considered for award. NIST has the following equipment for trade-in: Raymond Model 20b, 24 volt, 20R40TF and Hertner Charger, 24 volt, Model # 35F12-600. Note: The Forklift is not currently operational and does not perform in accordance with the equipment manufacturers specifications. Quoters's interested in accepting this trade-in should note that in their quotation and state the trade-in value given, if any, for the equipment. Quoters's shall be responsible for the pick-up of the trade-in equipment either at time of delivery of the new equipment, or within 30 days thereafter, if awarded a purchase order. All interested Contractors shall provide a quote for the following line items: LINE ITEM 0001: Quantity one (1) forklift that must meet or exceed the following requirements: 1. Forklift must not exceed 95" in height from floor to top of the fork truck without the forks lifted; 2. Forklift must be able to lift two (2) tons of material; 3. Forklift must be a stand-up model that is capable of turning and lifting materials within an eight (8) foot aisle way; 4. Forklift must be programmable to be able to adjust the stopping rate, and speed; 5. Forklift must be electric and be able to connect to 208/single phase power for charging; 6. Forklift must include a charger; 7. Forklift must have a charge indicator to allow operator to know how much charge is remaining; 8. Forklift must be equipped with an overhead heavy duty guard to protect against falling materials; 9. Forklift must use an infinitely variable lift/lower mechanism to allow for smooth operations even while the forklift is moving forward or backward; 10. Forklift must use a device to automatically turn the unit off within 120 minutes in the event the switch is left on; 11. Forklift must have an emergency power disconnect; 12. Forklift must be equipped with power steering; 13. Forklift must be able to reach 200" with the forks; 14. Forks on the truck must be able to slide in and out to adjust for load distribution (making the forks narrower or wider); 15. Forklift must include one (1) hard copy of the operator's manual OPTIONAL LINE ITEMS: Line Items 0002-0004 are option line items. The Contractor shall provide pricing for these line items. The price quoted for Line Item 0002 shall be effective for a period of one year from the date the manufacturer's warranty commences. The Government may exercise this option line item, at its discretion, at any time during the one year warranty period. The price quoted for Line Items 0003-0004 shall be effective for a period of one year from the date the existing Service Contract (if exercised) expires. The Government may exercise this option line item, at its discretion, at any time during the one year period the current service contract is in effect in accordance with FAR 52.217-7. LINE ITEM 0002: SERVICE CONTRACT (OPTION LINE ITEM) The Contractor shall provide a one year service contract for the equipment which, if exercised, shall commence the day following the expiration of the Contractor's commercial warranty. The terms of the service contract shall be identical to the original equipment manufacturers terms of the warranty and shall keep the equipment operating to the original equipment manufacturers specifications. As part of the Service Contract, the Contractor must submit a service ticket prior to departure from NIST on any given service call for maintenance or repairs. The service ticket shall include the following for the forklift: a. Date and time of arrival to NIST. b. Description of service performed. c. Name and quantity of any parts that were repaired. d. Name and quantity of any parts that were replaced. e. Date and time of departure from NIST. f. Any comments or recommendations. g. Signature of Contractor's service person h. Signature block for NIST personnel accepting the services rendered. LINE ITEM 0003: SERVICE CONTRACT (OPTION LINE ITEM) The Contractor shall provide a one year service contract for the equipment which, if exercised, shall commence the day following the expiration of the existing service contract exercised under line item 0002. The terms of the service contract shall be identical to the original equipment manufacturers terms of the warranty and shall keep the equipment operating to the original equipment manufacturers specifications. As part of the Service Contract, the Contractor must submit a service ticket prior to departure from NIST on any given service call for maintenance or repairs. The service ticket shall include the following for the forklift: a. Date and time of arrival to NIST. b. Description of service performed. c. Name and quantity of any parts that were repaired. d. Name and quantity of any parts that were replaced. e. Date and time of departure from NIST. f. Any comments or recommendations. g. Signature of Contractor's service person h. Signature block for NIST personnel accepting the services rendered LINE ITEM 0004: SERVICE CONTRACT (OPTION LINE ITEM) The Contractor shall provide a one year service contract for the equipment which, if exercised, shall commence the day following the expiration of the existing service contract exercised under line item 0003. The terms of the service contract shall be identical to the original equipment manufacturers terms of the warranty and shall keep the equipment operating to the original equipment manufacturers specifications. As part of the Service Contract, the Contractor must submit a service ticket prior to departure from NIST on any given service call for maintenance or repairs. The service ticket shall include the following for the forklift: a. Date and time of arrival to NIST. b. Description of service performed. c. Name and quantity of any parts that were repaired. d. Name and quantity of any parts that were replaced. e. Date and time of departure from NIST. f. Any comments or recommendations. g. Signature of Contractor's service person h. Signature block for NIST personnel accepting the services rendered WARRANTY: The Contractor shall provide at least a full one (1) year, bumper to bumper warranty to include wearable parts. Delivery shall be completed no later than 10 weeks after receipt of an order. Delivery terms shall be FOB Destination. Delivery terms shall be FOB Destination. The contractor shall deliver to NIST, Building 301, Shipping and Receiving, Gaithersburg, MD 20899-0001. (See 52.212-4(j). EVALUATION CRITERIA: Award shall be made to the quoter who: (1) Meets all required technical specifications as determined by a review of documentation submitted in accordance with this solicitation. Quoters shall include the sales literature or other product literature which CLEARLY DOCUMENTS that the offered product meets the specifications stated herein; and (2) Quotes the lowest price, base and option periods considered. Price shall be evaluated for fairness and reasonableness. 1352.233-70 AGENCY PROTESTS (APR 2010) (a) An agency protest may be filed with either: (1) the contracting officer, or (2) at a level above the contracting officer, with the appropriate agency Protest Decision Authority. The Contracting Officer may exercise the option by written notice to the Contractor within 10 days of the expiration of the current service contracts expiration. Delivery of added items shall continue at the same rate that like items are called for under the contract, unless the parties otherwise agree and, Department of Commerce Agency-Level Protest Procedures Level above the Contracting Officer is also incorporated. All quoters shall submit the following: 1) An original and one (1) copy of a quotation which addresses all line items (only one (1) copy required if submitted electronically); 2) For the purpose of evaluation of Technical Capability, all quoters shall submit the following documentation: An original and one (1) copy of the technical description and/or product literature which clearly demonstrates that the system meets or exceeds the Governments minimum required specifications (only one (1) copy required if submitted electronically); 3) A description of the commercial warranty to include the following information: (a) Length of the warranty; (b) What is included (parts, labor etc.); (c) Is the warranty on-site or return to vendor?; (d) If on-site, does it include travel?; (e) If return to vendor, is shipping to and from NIST included?; 4) A copy of the current price list or catalog pages containing pricing for all line items; 5) A statement addressing the equipment that is available for trade-in. Will the trade-in be accepted and, if so, what is the trade-in value credit given. 6) This is an Open-Market Combined Synopsis/Solicitation for equipment as defined herein. The Government intends to award a Purchase Order as a result of this Combined Synopsis/Solicitation that will include the terms and conditions that are set forth herein. In order to facilitate the award process, ALL quotes shall include a statement regarding the terms and conditions herein as follows: The offeror shall state "The terms and conditions in the solicitation are acceptable to be included in the award document without modification, deletion, or addition." OR The offeror shall state "The terms and conditions in the solicitation are acceptable to be included in the award document with the exception, deletion, or addition of the following: Offeror shall list exception(s) and rationale for the exception(s) Please note that this procurement is not being conducted under the GSA Federal Supply Schedule (FSS) program or another Government-Wide Area Contract (GWAC). If an offeror submits a quotation based upon an FSS or GWAC contract, the Government will accept the quoted price. However, the terms and conditions stated herein will be included in any resultant Purchase Order, not the terms and conditions of the offeror's FSS or GWAC contract, and the statement required above shall be included in the quotation. Quoters must submit all questions concerning this solicitation in writing to joni.laster@nist.gov. Questions should be received no later than 7 calendar days after the issuance date of this solicitation. Any responses to questions will be made in writing, without identification of the questioner, and will be included in an amendment to the solicitation. All quotes shall be received not later than 3:00 PM local time, on May 3, 2011 at the National Institute of Standards & Technology, Acquisition Management Division, 100 Bureau Drive, Mail Stop 1640, Gaithersburg, MD 20899-1640, Attn: Joni Laster. E-mail quotes ARE acceptable. Fax quotes will NOT be accepted.
