Description
The U.S. Army Corps of Engineers (USACE), Walla Walla District has a requirement to upgrade the Boiler Controllers at the Dworshak Fish Hatchery. The work is located at the Dworshak Fish Hatchery Complex in Ahsahka, Idaho (Clearwater County). Construction magnitude is between $500,000 and $1,000,000. Performance and payment bonds equaling 100% of the contract award price will be required. The North American Industry Classification System (NAICS) code for this project is 238210 and the associated small business size standard is $14,000,000. This procurement is set-aside for Service-Disabled Veteran-Owned Small-Business concerns. This is a competitive acquisition using Best Value- Lowest Price Technically Acceptable (LPTA) source selection procedures for the award of a firm-fixed-price contract to the responsible offeror whose proposal price is determined fair and reasonable. Award will be made at the lowest evaluated price of proposals meeting or exceeding the acceptable standards for the non-cost factors. The evaluation factors for award are as follows: Factor 1-Technical Experience Factor 2-Past Performance Factor 3-Designer of Record Factor 4-Price Request for Proposals W912EF-11-R-0009 will be issued on or about May 4, 2011- not less than 15 days from the date of this notice. Proposals will be due no sooner than 30 calendar days after the actual solicitation issuance date. The proposal due date and time will be contained in the solicitation and any solicitation amendments that may be issued. A site visit will be offered approximately two weeks after the solicitation is made available to offerors. See solicitation for details about the site visit. The plans and specifications will be available with the solicitation for no charge at www.fbo.gov Summary Scope of Work: Design, configure, and program the new PLC control system Design and fabricate offsite the new controller cabinets with side mount thermostatically controlled cooling units Remove the existing controller cabinets and associated equipment Install new controllers cabinets, PLC, and associated equipment including wires from the overhead busses to the cabinets and from the heating elements to the cabinets Test new controllers and equipment Post construction commissioning The 4 boiler control cabinets in Mechanical Building 2 at Dworshak Fish Hatchery will be replaced with an improved design that reduces the chance of arc flashing. Each cabinet controls the 192 heating elements of a 3840 kW electric boiler. This contract will replace the entire cabinets, including their internal magnetic contactors, fuses, wires, step controllers, and human-machine interfaces (HMIs). The wires terminating at the heating elements of the boiler will be replaced. The wires from the overhead busses to the cabinets will be replaced. Each cabinet shall be fitted with a side-mounted cooling unit capable of cooling the interior from 150 to 90 degrees F. Cooling units shall be thermostatically controlled. Power for the cooling units shall come from the 480-volt boiler feeders. This contract will replace the 8 power quality meters for the boilers. Meters are located in adjacent enclosures. A PLC and display panel will be installed in a new floor-mounted control station. The PLC will control the boilers. The control station will be located 30 to 100 feet from the boilers. The new boiler cabinets shall be installed in the same footprint as the existing cabinets. No concrete will be cut or installed. To minimize impact on the operations of DNFH, the contents of the new cabinets must be fabricated off-site. The new cabinets must be installed, commissioned, and fully operational by November 23, 2011.
