- The purpose of this modification is to change the solicitation from a Total Small Business Set Aside to a Full and Open Competition requirement and to extend the closing date two days from 4/27/11 to 4/29/11 at 12:00PM Eastern Standard Time. The reason that this requirement is being changed from a Total Small Business Set Aside procurement to a Full and Open Competition procurement is due to the Non-Manufacturer Rule defined in FAR Part 19.001 and discussed in FAR part 19.102.
