- NASA Headquarters is considering a small business set-aside for OrganizationDevelopment (OD) and Executive Coaching services to be provided to each NASA Center andall levels of leadership within the organization. The NAICS code for this procurement is: 541611 Administrative Management and GeneralManagement Consulting Services and the small business size criteria is: $7 Million. Thiswork is comprised of technical and management capabilities to develop and provideproducts and services designed to meet the needs of Agency leaders and organizationsaround Organization Development and Coaching. Performance shall require a team withadaptable and significant expertise in organization theory, diagnosis, and behavior;leadership; coaching individuals, teams, and organizations; as well as high performancementoring. This work includes:Organization Development Services including but not limited to diagnosis andplanned interventions, facilitation, team building, strategic planning andimplementation, and mediation services;Executive Coaching services to include but not limited to a cadre of skilled andexperienced coaches at all levels of leaders and within organizations, team coachingdesign and implementation; OD and Coaching surveys, assessments, and feedback instruments with thecapability to procure, debrief, and teach groups of people about the tool and itsresults;A web-based system to track all OD and Coaching engagements and activities thatincludes but is not limited to information about coaches, the ability to create separatecommunities, record-keeping capability for OD and coaching professionals as well asinternal NASA program managers, automatic messages, as well as the ability to customizethe system to suit NASAs evolving needs; Project/account support.These activities will take place at all NASA Centers including NASAs smallerinstitutions such as Wallops Flight Facility, IV&V, and White Sands Test Facility. Theability to procure Organization Development and Coaching professions local to each NASAcenter is required. No solicitation exists; therefore, do not request a copy of thesolicitation. If a solicitation is released, it will be synopsized in FedBizOpps.NASA is seeking capabilities from all categories of Small Businesses for the purpose ofdetermining the appropriate level of competition and/or Small Business subcontractinggoals for this requirement. It is the potential offeror's responsibility to monitor thesite for the release of any solicitation or synopsis. Interested offerors having therequired specialized capabilities to meet the above requirement should submit acapability statement of 4 pages or less indicating the ability to perform all aspects ofthe effort described herein. Responses must include the following:name and addressof firm, size of business; average annual revenue for the past 3 years; number ofemployees; ownership; whether they are 8(a), number of years in business, and affiliateinformation: parent company, joint venture partners, potential teaming partners. SmallBusinesses interested in this opportunity may decide to partner in a joint venture withother small businesses. Responses to this sources sought notice are due to thespecialist by 10:00 am on May 3, 2011.This sources sought notice is not to be construed as a commitment by the Government, norwill the Government pay for the information submitted in response to this notice.
