Description
JOFOC for the requirement for the Modernization support for the substance Abuse and Mental Health Services Administration This is a notice of intent to award a sole source contract and is not a request for proposals. The Department of Health and Human Services, Substance Abuse and Mental Health Services Administration (SAMHSA), intends to award a sole source contract to the Mitre Corporation, 7515 Colshire Drive, McLean, VA 20854, to provide services for the SAMHSA Modernization Program. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1—Only one responsible source and no other supplies or services will satisfy agency requirements. This requirement is considered available from only one source (Mitre Corporation) based on the factors detailed below. The services to be provided are for the Modernization Program for SAMHSA. The Agency requires new policies, processes, and procedures for managing and controlling the enterprise. The increasingly rapid pace of change affecting SAMHSA’s programs and business requirements, the pace of technology evolution and advances, and the obligation to be fiscally responsible in its investment management decisions mandate that SAMHSA develop and implement sound management practices for its investments in information technology. This Modernization effort encompasses a wide variety of enterprise engineering, acquisition, and infrastructure needs, which span multiple SAMHSA programs. The breadth of this effort will require: (1) Development of advanced Health Information Technology resources, tools, and applications to support the national health care reform agenda, (2) Integration of data systems, (3) Development of Quality Measures consistent with electronic health record guidelines, (4) Enhancement of Enterprise Architecture, (5) Enterprise Engineering and standardization, (6) Data management, data warehousing, IT infrastructure, and IT security, (7) Enhanced collaboration and information sharing, (8) Continued reduction of administrative costs, (9) Continued increase in agency efficiency in both administrative processes and the workforce, (10) Improved economies of scale through reducing the number of legacy applications by implementing enterprise applications, (11) Development of a standard technical reference for all of the Agency’s production environments, (12) Enhancement of grants and contract content management strategies to better support health care reform and SAMHSA’s strategic initiatives, (13) Creation and enhancement of program monitoring and evaluation methodologies, and (14) Strengthened security and privacy protection for SAMHSA systems and data. The Mitre Corporation is a Federally Funded Research and Development Center (FFRDC), jointly sponsored by the Internal Revenue Service (IRS) and the Veterans Administration (VA). The FFRDC was set up as a Center for Enterprise Modernization (CEM). The CEM was established in the public interest to assist Sponsors in solving problems arising from the modernization of their enterprise and associated systems. The unique institutional characteristics of the FFRDC provide the SAMHSA Modernization Program with the following essential benefits: (1) Providing conflict-free advice on the practical application of enterprise system engineering, which includes strategic, technical, program and project management support and analysis advice and guidance in support of the work described, (2) Providing SAMHSA with continuing expert technical, analytical, and subject matter support that is free from the conflicts of interest associated with market pressures and profit-related work, and (3) Assuring the timely integration and application of many disciplines and functional specialties that are too broad and complex to acquire through individual, competitive procurements of commercial contracts. The services cannot be obtained as conveniently or economically by contracting directly with a private source because, as evidenced above, a FFRDC is required. These services must be fulfilled in a manner that is consistent with the public interest, with strict objectivity, independence and complete freedom from organizational conflicts of interest. The jointly sponsored IRS and VA FFRDC, administered by the Mitre Corporation, has a mission to provide strategic technical and program management advice, guidance, and support services to the Government to facilitate the modernization and reengineering of systems, their operation, and associated business processes. Among existing FFRDCs, the Mitre Corporation is the only known systems engineering FFRDC with such a mission. As a result, SAMHSA has determined that no other organization is able to provide the aforementioned elements specifically required. Based on the above, the Mitre Corporation is uniquely qualified to perform the required work. The estimated performance period is a base period of 12 months, with four (4) 12-month option periods. This notice of intent is not a request for competitive proposals. A determination by the Government not to compete this proposed contract action based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. The North American Industry Classification System (NAICS) Code is 541990.
