- The Naval Air Systems Command (NAVAIR) intends to award a delievery order under BOA N00019-08-G-0011 to Micro Systems, Inc. (MSI) to repair the components of the System for Naval Target Control (SNTC), which is an Over-The-Horizon (OTH) Target Control System (TCS). GENERAL INFORMATION: MSI is the sole manufacturer of the SNTC TCS, and is the only firm that possesses the necessary knowledge, experience, and technical data required to fulfill the requirements specified. THIS IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. This acquisition is being pursued on a sole source basis under the statutory authority of Title 10, U.S.C. Section 2304 (c) (1), as implemented by the Federal Acquisition Regulation (FAR) 6.302-1, "Only one responsible source and no other supplies or services will satisfy agency requirements".
