Description
The Naval Sea Systems Command (NAVSEA) will utilize other than full and open competition to award a contract for the procurement of MK57 MOD 12/13 to be installed on NIMITZ class ships, LHD 7/8 and LHA 6/7 and GMLS MK 29 MOD 5 to be installed on the CVN 78 and MK 73 SSTX spares parts to Raytheon Company, Integrated Defense Systems (Raytheon IDS) in Portsmouth, Rhode Island. The Government anticipates procuring the majority of the equipment in FY11 with separately priced options for modernization parts and installations services in FY 12, FY13, FY15 and FY16. The contract will be for the production and test of the MK57 MOD 12/13 and GMLS MK 29 MOD 5. The NSSMS MK 57 MOD 12/13 equipment procurement for the CVN 72 and LHA 7 consists of the MK 73 MOD 3 Solid State Transmitter (SSTX) ORDALT kits, MK 30 MOD 0 Integrated Radar Processors (IRP), MK 34 MOD 1 System Launcher Controller (SLC) and MK 29 Mod 4 Guided Missile Launcher System (GMLS) ORDALT kits. The GMLS MK 29 MOD 5 on the CVN 78 consists of MK 29 Mod 5 GMLS ORDALT kits and the MK 34 MOD 2 SLC. The LHD 8 is being upgraded from a NSSMS MK 57 MOD 10 to MOD 12 with the installation of the MK 29 Mod 4 GMLS ORDALT and MK 34 MOD 0 to 1 SLC conversion kit. Raytheon IDS is the onlyknown company with the in-depth technical expertise, knowledge, resources and infrastructure required to produce the MK 57 NSSMS, the MK 57 RNSSMS, the MK 73 SSTX and the MK 29 GMLS ESSM upgrade without adverse impact to the USN shipbuilding and ship deployment requirements. In considering the 18 to 24-month lead times for delivering this hardware and required ship installation schedules, it is critical to note that the procurement must complete in FY11. Raytheon IDS is the only known company that understands the system functionality and requirements to produce these systems to satisfy requirements. No other source has the technical qualifications and necessary resources to perform the work described herein in the needed timeframe, nor will any other supplies or services satisfy the Navy ™s requirements.
