Q&A Matrix/Supplemental Information Electronic Products List Labor Category Rate PWS Template PP Questionnaire Client Authorization Letter Subcontractor/Teaming Partner Consent Letter Past Performance Information Sheet Task Order Guide Sample Task Order CDRLs DD254 RFP The Defense Information Systems Agency (DISA)/Defense Information Technology Contracting Organization (DITCO) is replacing in its entirety Draft RFP HC1028-10-R-2001 - Global Information Grid (GIG) Services Management-Engineering/Transition/Implementation (GSM-ETI) with this Final RFP HC1028-10-R-2001-GSM-ETI. (The Draft RFP for GSM-ETI and all attachments thereto shall be superceded with the information received with the Final GSM-ETI RFP). DISA/DITCO anticipates award of performance based Indefinite Delivery/Indefinite Quantity contracts to multiple small business contractors who provide the best value to the Government. Full and open competition will be utilized to acquire GSM-ETI requirements on a world-wide basis. Prospective offerors are cautioned to review the Final GSM-ETI RFP in its entirety. Although, questions have been received in response to the Draft RFP for the GSM-ETI effort and answers have been provided; additional and/or revised information and/or direction has been received which may have resulted in revisions to the answers provided. Reference RFP HC1028-10-R-2001, Attachments 11 and 12. Supplemental information (Government Furnished Information) will be provided on unclassified, sensitive and/or controlled CD-ROMs. Supplemental information is provided as an historical perspective of the effort that will be required from the GSM-ETI contractor and it is not to be construed as future work requirements. Supplemental information will not become a contractual requirement. Information considered to be "supplemental information" has been designated on a "Read Me" file included on each CD-ROM. The Governnment is also providing a sensitive and/or controlled CD-ROM that includes a list of Government Furnished Equipment (GFE) that the GSM-ETI contractor shall maintain. Attachment 13 shall become a contractual requirement and shall be considered an attachment to the resultant contract. Prospective offerors are encouraged to obtain the unclassified, sensitive and/or controlled CD-ROMs from the Program Management Office during normal work hours in accordance with Section L, Paragraphs L3 and L4 of this solicitation. The CD-ROMs are available at this time. Prospective offerors are reminded that the information provided on the CD-ROMs (HC1028-10-R-2001 - Attachments 11,12 and 13) supercedes the information previously provided on earlier versions of the CD-ROMs that were issued in conjunction with the Draft RFP for GSM. You are also reminded to dipose vendors to dispose of the previous disks in accordance with applicable security regulations. Prospective offerors are encouraged to review the requirement for Organizational Conflict of Interest (OCI) Mitigation Plans. An OCI Mitigation Plan shall be required from all prospective Offerors regardless of whether an actual OCI exists at this time. A contract cannot be awarded to an offeror who does not have an OCI Mitigation Plan that has been deemed acceptable by the Contracting Officer. Consequently, prospective offerors are strongly encouraged to submit and negotiate an OCI Mitigation plan as early as possible. Examples of recent and relevant past performance will also be evaluated by the Performance Confidence Assessment Group (PCAG). Prospective offerors are requested to submit their examples to the PCAG as early as possible; but no earlier than 29 April 2011 and no later than the proposal due date/time.
