- USACE, Engineer Research and Development Center (ERDC) Contracting Office intends to issue a sole source award to Kongsberg Maritime Simulation Inc., 70 Essex Street, Mystic, CT 06355-3315 for research support to the United States Army Engineer Research and Development Center - Coastal and Hydraulics Laboratory (ERDC-CHL) in the area of hydrodynamic numerical modeling of vessels (ships, boats, and tows) for navigation studies. Kongsberg Maritime Simulation, Inc. developed the hydrodynamic code that calculates ship movement in response to forces acting upon the ship. This is the most critical element of the simulators. Kongsberg Maritime Simulation, Inc. owns the rights to the software and holds all copies of the hydrodynamic code; the software included with CHL's simulators is in a compiled form. The code is required to modify, troubleshoot, or upgrade the software. Therefore Kongsberg Maritime Simulation, Inc. is the only company that can provide the required services due to its proprietary nature. The Government intends to procure from only one source under the authority of FAR 13.106-1(b), Only One Source. This will be a commercial acquisition using procedures per FAR 12. This is not a request for competitive proposals and no solicitation is available. All responsible sources may submit a capability statement, proposal, or quotation to the Contract Specialist by 11:00 AM CST, Tuesday, April 26, 2011.
