- This publication serves as notice of intent to solicit and negotiate, on a Sole Source basis, an Auto-Detection Mooring System for NOAA's National Marine Fisheries Service with the Cornell Bioacoustics Research Program of Ithaca, NY in accordance with the authority of 41 USC 253(c)(1), Only One Responsible Source (as prescribed in FAR 6.302-1). See the attached Justification for Other than Full and Open Competition. The Government intends to negotiate a Firm Fixed Price contract. The NAICS Code is 541990 with a size standard of $7.0 m. This notice represents the only official notice of this solicitation. Interested responsible concerns may submit a written capability statement, proposal or quotation to the Government point of contact herein. Responses to this notice must be received no later than 2:00 pm Pacific (local) Time on June 3, 2011. This notice of intent is not a request for competitive proposals or a solicitation of offers; however, all submittals received by the due date set forth will be considered by the Government. A determination by the Government not to compete this requirement based upon responses to this notice is solely with the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
