Description
The Omaha District, US Army Corps of Engineers is seeking qualified concerns under the North American Industry Classification System (NAICS) Code 237990 - Other Heavy and Civil Engineering Construction, for the following requirement located at Garrison Dam Power Plant near Garrison, North Dakota. THIS IS A SOURCES SOUGHT NOTICE ONLY. This announcement is part of market research, and your responses are sought to identify sources that have the knowledge, skills, and capability to perform the work prior to issuing a Request for Proposal. The Government is seeking qualified sources relative to NAICS classification 237990 - Other Heavy and Civil Engineering Construction. The applicable small business size standard is $33.5 M. For more information refer to http://www.sba.gov/. Responses to this sources sought notice will be used to make appropriate acquisition decisions. After review of the responses to this sources sought notice, and if the Government plans to proceed with the acquisition, a solicitation announcement will be published in Federal Business Opportunities and Army Single Face to Industry. THIS SOURCES SOUGHT NOTICE DOES NOT CONSTITUTE A REQUEST FOR A FORMAL PROPOSAL. This announcement is provided as information to the marketplace and is an invitation for an expression of interest and demonstration of business capability to perform the anticipated work. The Government will not pay for the preparation or submission of any information in response to this sources sought announcement. The general scope of this requirement is a Firm-Fixed Price (FFP) Design / Build Construction Contract for the design and construction of a high voltage switchyard. Type of work may also include, but is not limited to: design/build contract to remove the 115/230 kV autotransformer bank, remove and replace 23 -115 kV and 230 kV high voltage circuit breakers, remove and replace manual and motor operated high voltage disconnect switches, and other associated equipment. In addition, a controls building will be sited at the new switchyard. The project will be located at Garrison Dam Power Plant near Garrison, North Dakota. The magnitude of construction, per DFAR 236.204, is between $10,000,000 and $25,000,000. The firm needs to be able to demonstrate knowledge, current relevant qualifications, experience, bonding, and the capability to perform a design/build construction contract for the design and construction of a high voltage switchyard. Submission Requirements: Interested sources are invited to respond to this sources sought announcement by using the forms provided under separate file titled Sources Sought Information Form. Total pages limited to 10 single sided 8 x 11 pages for the Sources Sought Information form (Page 3) response and 2 single sided 8 x 11 pages for a cover letter. (Page 2) Using the forms provided, the following information is requested: 1) Name of the Firm, address and point of contact information. 2) Identify the size of your company (i.e. SBA certified 8(a); SBA certified HUBZone, Service Disabled Veteran Owned Small Business, Small Business concern, and/or a large business.) For more information on the definition or requirements for these, refer to http://www.sba.gov/. 3) Bonding capacity: Provide the name of the Surety, your maximum bonding capacity per project, and your aggregate maximum bonding capacity. 4) Identify which locations you are willing to work. 5) Submit a maximum of 5 projects describing the following experience: Describe the government or commercial contracts/projects your firm has completed in the last five (5) years with project cost over $5,000,000 showing your experience designing and/or constructing high voltage switchyard, including installation of breakers, switchgear, transformers, and other related equipment. For each of the contracts/projects submitted for experience, provide the title; location; whether prime or subcontractor work; contract or subcontract value; type of contract; if design-build; contract completion date; customer point of contact including phone number; and a narrative description of the product/services provided by your firm. Identify whether your firm has in-house engineering capacity or uses an A-E firm to provide design and associated work listed in this announcement. Indicate whether you have an established working relationship with the design firm. Responses to this announcement may be sent electronically to Scott D.
