- The U.S. Virgin Islands Property & Fiscal Office intends to issue an Invitation for Bids (IFB) to award a Firm-Fixed Priced (FFP) contract for services, non personal, to provide all plant, labor, transportation, materials, tools, equipment, appliances and supervision necessary for Roof and Ceiling Insulation Repair over the hangar portion to the ARMY Aviation Operations Facility (AAOF) building located on the island of St. Croix, US Virgin Islands. Performance of all work must be in strict accordance with the Territorial Building Codes. The selected contractor will be required to diligently commence work within 10 calendar days and complete the work no later than 90 calendar days after receipt of the Notice to Proceed (NTP). The time stated for completion includes final cleanup of the premises. This requirement will be solicited as 100% set aside for small business concerns. The applicable NAICS CODE is 238160, Roofing Contractors. The small business size is $14 million. The SIC Code is 1761, Roofing Contractors, not elsewhere classified. The estimated construction cost is between $100,000.00 and $250,000.00. Your attention is directed to FAR CLAUSE 52.219-14(b)(4) LIMITATIONS ON SUBCONTRACTING which states "By submission of an offer and execution of a contract, the Offeror/Contractor agrees that in performance of the contract the concern will perform at least 15 percent of the cost of the contract, not including the cost of materials, with its own employees" that applies to this project.
