Description
THIS IS A NOTICE OF INTENT. The Broadcasting Board of Governors/International Broadcasting Bureau (BBG/IBB), Office of Contracts (CON) located in Washington, D.C. intends to negotiate and award a non-competitive contract to Globecast North America (Globecast) to lease satellite space segment space, 72 MHz, Transponder 11/21, on the INTELSAT Atlantic Ocean Region 332.5 Degrees East Satellite for 24 hours/day, 365 days/year. The anticipated period of performance is June 1, 2011 through May 31, 2012 with six (6) one year options. The total contract period of performance will not exceed seven (7) years. The statutory authority permitting other than full and open competition that is applicable to this procurement is 41 U.S.C. 253(c)(1) which is implemented at FAR Subpart 6.302-1 as follows: "When the supplies or services required by the agency are available from only one responsible source, and no other type of supplies or services will satisfy agency requirements, full and open competition need not be provided for." Globecast is the only known satellite provider of the space segment space on INTELSAT Atlantic Ocean Region 332.5 Degrees East Satellite and the required transponder. This Notice of Intent is not a request for competitive price proposals. Interested firms must submit a written response that demonstrates their ability to provide the required space segment to meet the agency's requirement. Interested firms must also describe how they would facilitate the above by including detailed documentation that supports the following: (i) the number of years they have been providing such services; and (ii) their firm's experience in the satellite communication field, including a brief company history. The written response provided by interested firms shall include sufficient detail so that the Government can evaluate it to determine whether your firm can meet its requirements. Written responses must be submitted to Myria Carpenter, Contract Specialist, Broadcasting Board of Governors/International Broadcasting Bureau, Office of Contracts, 330 C Street, SW, Room 4300, Washington, DC 20237 by 12:00pm EDT on Wednesday, May 5, 2011. Telephone, email or faxed responses are NOT acceptable and will NOT be considered. No telephone responses of an interested firm's statements of interest, capabilities, and pertinent experience will be accepted by BBG. Any determination to compete or not to compete this proposed contract action is solely within the discretion of the Government. This Public Notice is not an RFP, IFB, or RFQ.
