Description
This is a combined synopsis/solicitation for a commercial product; prepared in accordance with the format in FAR subpart 12.6 and 13.5, streamlined procedures for evaluation and solicitation for commercial items- as supplemented with additional information included in this notice. Quotations are being requested and a written solicitation document will not be issued. Description: This is a brand name or equal requirement Line Item 0001: Removal of existing carpet and Installation of new Shaw Brand, Winchester Style 26oz high traffic carpet (brand name or equal), and Burk Brand, 18.5"x 18.5", LVT slate style tile (brand name or equal). Approximately 1512 sq ft of tile and 498 sq ft of carpet will be needed for this requirement. Color of carpet will be determined after award of contract depending on colors available by contractor. Actual Quantity of carpet and tile necessary to complete requirement will be determined by contractor during site visit. Quote should include all costs to include installation and transportation to Joint Base Elmendorf Richardson, Alaska 99506. This procurement is a Total Small Business Set Aside. There will be a site visit conducted for all interested contractors on 27 April 2011 at 2:00 PM Alaska Standard Time at 11415 Fighter Drive, Joint Base Elmendorf Richardson, AK 99506. At this time vendors will be able to view area and determine amount of material and labor necessary to complete requirement. Site visit attendance is NOT mandatory to submit a quote but highly recommended. All contractors interested in attending site visit will need to contact SFC Dawn Bryant at dawn.bryant@elmendorf.af.mil or 907-552-7181 no later than 25 April 2011 at 4:00pm ***Funds are not currently available. Funds may be received at anytime from now until the end of the fiscal year. It is also possible that funding may not become available and no award made. Submission of a quote does not obligate the government to make an award. All responsible Contractors shall provide a quote in accordance to the specifications stated above. Transportation shall be FOB Destination to Elmendorf AFB, Alaska 99506 and be included in the quote. Contractor shall submit their quote on company letterhead, Name, Address, Telephone Number of the Offeror, Cage Code, DUNS number, Tax Identification Number, Prompt Payment Terms, Delivery Time, GSA/VA/Government Contract No. (if applicable), Date offer expires, Terms of any Express Warranty, Unit Price, and overall Total Price. Interested companies that meet the requirements stated above should submit a quote. Quotations for this notice shall be received by 2 May 2011 at 12:00PM Alaska Standard Time. The following provisions and/or clauses apply to this acquisition: 52.212-2 EVALUATION--COMMERCIAL ITEMS (JAN 1999) (a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: 1. This will be a lowest price technically acceptable purchase. (b) A written notice of award or acceptance of an offer mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award. PM 11-C-03 Release of Request for Proposals for Contracts Planned for the use of FY11 Operations & Maintenance (O&M) Funding. Notice to Offerors: Funds are not presently available for this effort. No award will be made under this solicitation until funds are available. The Government reserves the right to cancel this solicitation, either before or after the closing date. In the event the Government cancels this solicitation, the Government has not obligation to reimburse an Offeror for any costs." Potential contractors must also be registered in the Central Contractor Registry (CCR) at http://www.ccr.gov. This will be a lowest price technically acceptable procurement. Award will be made to the offeror whose offer is conforming to the solicitation and is determined to be the most advantageous to the Government. Price and other factors will be considered. The Government intends to evaluate offers and award without discussion. Offeror shall submit all information with offer as required in FAR 52.212-1.
