Description

This Pre-Solicitation Notice is being issued by the United States Army Corps of Engineers - Chicago District to inform interested/potential contractors of the District's imminent issue of a Request for Proposal Package for its construction project, entitled "MCCOOK MAIN TUNNEL SYSTEM (MTS), CHICAGOLAND UNDERFLOW PLAN (CUP) MCCOOK RESERVOIR located in the LAGRANGE, ILLINOIS. PROJECT INFORMATION: The MTS will consist of a large diameter tunnel and a bifurcated gate chamber, finishing a gate shaft and installing six gates that are being fabricated under another contract (main gates & guard gates), a control and service building at the ground surface, Mainstream Tunnel connection, and McCook Reservoir protal connection. Under the contract, the government will furnish fabricated gates, for all intents and purpose will constitute "Government Furnished Materials" (GFM). The contractor will be responsible for obtaining GFM from the gate fabricator in Portand, Oregon and transporting the gates to the site before installing the gates, embedments, cylinders and all other related equipment. ACQUISITION INFORMATION: Competition for this acquisition is UNRESTRICTED to BUSINESS SIZE. The Classification Code for this procurement is North American Industry System Code 237990, with a small business size standard in dollars of $33.5M. The magnitude of cost for construction is between $100M and $250M. The Request for Proposal (RFP) Package will be downloadable from the INTERNET ONLY. The project specification files are Portable Document Format (PDF) files and can be viewed, navigated or printed using Adobe Acrobat Reader. Interested Offerors can download the RFP Package from: http://www.Fbo.gov. The RFP Package will be available at the aformentioned Internet site on 1 June 2011 with a proposal due date of 3 August 2011. In order for contractors to be awarded contracts with the Department of Defense, the contractor must be registered in the Central Contractor Registration (CCR); Contractors can access the CCR for free at http://www.ccr.gov. The Government intends to award a firm-fixed price construction contract from this acquisition. Request for solicitation packages made by telephone, fax or e-mail will not be honored.
