- The Fleet and Industrial Supply Center (FISC) Norfolk, Contracting Department, Philadelphia Division intends to acquire services that will support Bureau of Naval Personnel, Navy Personnel Research, Studies and Technology (NPRST) Division. Work will be performed at NPRST in Millington, TN. This contract will provide NPRST the services of undergraduate and graduate students, post doctoral fellows, and professors to provide short term technical support research analysis, and consultant support to government research and development activities. The contractor shall provide responsible technical and analytical support in the disciplines of behavioral and social sciences (i.e. Industrial/Organization Psychology, Sociology, etc.), business management sciences, mathematics, statistics, engineering, computer sciences, economics, and operations research. Grade point average shall meet the University minimum standards although a 3.0 or above grade point average is preferred. Specific task will be identified in task orders issued for specified scientific research projects. The estimated man-hours are 7,767 per year with a total estimate of 23,301 man-hours for the life of the contract, if all options are exercised. The period of performance will be for a 12-month base period with two 12-month option periods. The anticipated start date for these services is 18 Oct 2011. An Indefinite Deliver/Indefinite Quantity Firm Fixed Price contract is anticipated and will be issued in accordance with FAR part 13. The applicable NAICS code is 541720. The solicitation will require the submission of cost/price and technical proposals. The Navy ™s evaluation of proposals will consider the quoter ™s technical proposal more important than the quoter ™s price proposal. All responsible sources may submit a proposal, which will be considered by FISC Norfolk, Philadelphia Division. Upon its release the solicitation will be issued electronically and will be posted at Navy Electronic Commerce OnLine and can be found at www.neco.navy.mil. It is anticipated that the solicitation will be released o/a 23 May 2011. The closing date for the receipt of offers will be set forth in the RFP.
