- Description
- Contractor-Owned, Contractor-Operated (COCO) Fuel Storage Facilities and Service is required to receive, store, protect and ship US Government-owned petroleum product, Jet A additized (aviation turbine fuel), from a location within a 25 mile radius of Dover Air Force Base, DE for a five-year period. This services requirement is for commercial fuel storage facility with tank truck loading and shipping facilities, a dock and berthing facilities capable of receiving and berthing barges not to exceed 4,200 dead weight tons (DWT) with a draft of 11 feet at the dock and a Contractor's-furnished pipeline system from the Contractor's terminal to Dover Air Force Base capable of delivering product at a minimum rate of 28,000 barrels per day. 400,000 barrels (fill capacity) is required. All storage is requested at a single location. AREA OF CONSIDERATION: Within a 25 mile radius of Dover Air Force Base, DE. GRADE OF PRODUCT: JP8 (aviation turbine fuel). STORAGE REQUIREMENT: 400,000 barrels of Jet A additized (fill capacity) is required with a minimum of two (2) tanks interconnected and isolated from other facilities. ESTIMATED THROUGHPUT: Estimated throughput for this requirement is 1,587,000 barrels each 12 month period excluding initial fill and final shipment. This procurement is unrestricted. The solicitation is published electronically on the FedBizOpps website https://www.fbo.gov. A lowest priced technically acceptable Source Selection procedure will be used in this procurement.
