- Attendee information required for Base Pass EPSS IV Pre-Proposal Conference The anticipated release date of the final Request for Proposal (RFP) for the Egyptian Personnel Support Services IV (EPSS IV) contract is 3 Jun 2011. Offerors will be provided 60 days for proposal submission. A pre-proposal conference is scheduled to be held in Egypt from 19 Jun 2011 through 23 Jun 2011. Offeror attendance at the pre-proposal conference, which will include informational tours of EPSS facilities in Egypt, is optional and will not be considered during proposal evaluation. Offerors may elect to attend all or part of the pre-proposal conference. Due to space limitations, a maximum of 2 representatives from each interested offeror are permitted to attend the pre-proposal conference. Offerors are requested to complete the Attendee Information Sheet and provide a color passport copy for each representative attending the pre-proposal conference. This information is required to obtain temporary base passes for EPSS facilities located on Egyptian military installations. Approval of base passes will be granted at the sole discretion of the Egyptian military. If approval is not granted, the offeror will be asked to submit information for an alternate representative. Offeror representatives must obtain visas upon arrival at Cairo International Airport. Transportation will only be provided to and from EPSS facilities. The transportation pickup and return location will be at the JW Marriott Hotel Cairo located on the Ring Road in Mirage City. Lunch will be available for purchase at EPSS dining facilities during visits to remote site compounds. The Contracting Officer or other members of the EPSS IV team will not meet with offerors on an individual basis during pre-proposal conference. Responses to questions asked during group tours of EPSS facilities will be posted to FedBizOpps for viewing by offerors that elect to not attend. Offerors will not be permitted to leave the pre-proposal conference group during tours of PSS facilities. Offerors interested in attending the pre-proposal conference must electronically submit the information requested above to Debra Graves by 6 May 2011. After submission of the requested information, a pre-proposal conference agenda will be sent to the offeror. The dates of the EPSS pre-proposal conference are subject to change or cancelation based on political developments in Egypt or other unanticipated delays associated with final RFP release.
