- This announcement constitutes a sources sought synopsis for purposes of conducting market research. Market Research is being conducted to seek qualified contractors with the skills, knowledge, and resources required to complete this effort. The Government is seeking qualified contractors to support the repair and upgrade of two (2) Hydraulic Oil Test Stands (HOTS) (part #3210670-1) located on Hill Air Force Base, Utah. The parts that will be upgraded are the computer, data acquisition system, oil reservoir and heating system. The contractor is also to provide new fixtures/adapters, LabView software and programming. Drafted Performance Work Statement (PWS) and test stand photograph packages are attached to this announcement. Based on the results of the market research, the government intends to award a contract based on competition to upgrade and repair these Hydraulic Oil Test Stands. There is one known source that has the requisite equipment and expertise of executing required upgrade and repair services with the OEM parts and software data fully compatible with these test stands. Subject to the Government's consideration, a viable source, qualified to provide the requisite services should submit a concise and equipment specific and expertise response presenting sufficient information to substantiate that: (1) they possess the necessary skills and resources to upgrade and procure OEM equivalent parts and the proprietary software fully compatible with the Hydraulic Oil Test Stands. (2) They possess the necessary knowledge, experience and technical capability of providing standard repairs and maintenance. (3) And they have the capability and demonstrated experience to perform calibration and testing procedures on this machine. This notice of intent is not a solicitation or request for competitive proposals. The Air Force will not pay for either the effort or the associated costs to respond, or for any information provided. A determination by the Government how to compete this proposed contract will be based upon industry responses and the information in the technical capability responses.
