Description
This synopsis is being posted to the Federal Business Opportunities (FBO) website located at http://www.fbo.gov, the Navy Electronic Commerce on Line (NECO) website located at https://www.neco.navy.mil/, and the Naval Surface Warfare Center, Crane Division, Acquisition website located at http://www.navsea.navy.mil/nswc/crane/working/contracting. FBO is the primary point of entry to be used when access to synopses and solicitations from the World Wide Web is required. However, the NECO webpage as well as the Naval Surface Warfare Center, Crane Division, Contracting webpage serve as alternatives if the FBO website is unavailable. The Naval Surface Warfare Center, Crane Division has a requirement for Antenna Positioning System consisting of Azimuth over Elevation over Azimuth (AZ/EL/AZ) Antenna Positioner, Power Amplifier Unit (PAU)(if required), three (3) drive motor cables (75 feet) capable of supporting 5 HP motors, and Verification Acceptance Testing at NSWC Crane to be in accordance with Statement of Work dated 16 March 2011. The contractor may choose to propose on one or more of CLINs 0001 through 0004 but only one of the four CLINs will be awarded. CLIN 0001 “ Remanufactured positioner from vendor stock, PAU capable of interfacing with MI-4190 position controller, three (3) drive motor cables (75 ft) capable of supporting 5 HP motors, and Verification Acceptance Testing CLIN 0002 “ New manufactured positioner, PAU capable of interfacing with MI-4190 position controller, three (3) drive motor cables (75 ft) capable of supporting 5 HP motors, and Verification Acceptance CLIN 0003 “ Remanufactured positioner from vendor stock, three (3) drive motor cables (75 ft) capable of supporting 5 HP motors, and Verification Acceptance Testing CLIN 0004 “ New manufactured positioner, three (3) drive motor cables (75 ft) capable of supporting 5 HP motors, and Verification Acceptance CLIN 0005 “ Informational Data IAW Contract Data Requirements List, DD1423-1, Exhibit A, A001. Final Inspection and Acceptance will be at destination. Delivery shall be FOB destination, Naval Surface Warfare Center “ Crane, Indiana. This solicitation will utilize full and open competition after exclusion of sources IAW FAR 6.203 as a 100% Set-Aside for Small Business procedures as a proposed firm fixed price contract. The Government intends to award to the responsible contractor whose offer is the best value to the Government considering past performance and price related factors, with past performance and price equally important. Both factors are substantially more important, both individually and when combined, than whether a new or remanufactured unit is being proposed. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. The solicitation will be available for download on or about 15 April 2011. Closing date will be on or about 16 May 2011. This notice is a synopsis and does not constitute a Request for Proposal (RFP) and it is not a commitment by the U.S. Navy to procure subject equipment. All responsible sources may submit a proposal which shall be considered. Offers must be submitted in the format specified in the solicitation to be considered. Submitting a bid from the NECO web site by clicking on the "Submit Bid" does not guarantee offers will be received by the proper person in the correct format. It is the responsibility of offerors to download the RFP and to submit offers to the POC at NSWC Crane to be considered.
