- This notice is a combined synopsis/solicitation for commercial items prepared inaccordance with the format in FAR Subpart 12.6, as supplemented with additionalinformation included in this notice. This announcement constitutes the onlysolicitation; offers are being requested and a written solicitation will not be issued.This notice is being issued as a Request for Quotations (RFQ) for the following:Wireless voice communications system with speech recognition to include a SoftwareDevelopers Kit and a quantity of four (4) hands-free user interface devices, inaccordance with the Specifications (Attachment 1). Delivery FOB Destination to JohnsonSpace Center (JSC), Houston, TX is required.Attachment 1, Specifications, can be viewed at:http://procurement.jsc.nasa.gov/NNJ11383133Q/NNJ11383133Q-Attach-1-Specs.pdf The provisions and clauses in the RFQ are those in effect through Federal AcquisitionCircular 2005-51. The procurement is a total small business set aside. The applicable NAICS code is334220, and the small business size standard is 750 employees.Offers for the items(s) described above are due no later than 4:00 p.m. CST April 22,2011 to Jennifer Esparza at jennifer.esparza@nasa.gov.Offers must include: RFQ number,FOB destination to JSC, proposed delivery schedule, discount/payment terms, warrantyduration (if applicable), taxpayer identification number (TIN), identification of anyspecial commercial terms, and be signed by an authorized company representative. Offerorsare encouraged to use the Request for Quotes template (Attachment 2) included with thisnotice.Attachment 2 can be viewed at:http://procurement.jsc.nasa.gov/NNJ11383133Q/NNJ11383133Q-Attach-2-RFQ.docx Offerors shall provide the information required by FAR 52.212-1 (JUNE 2008), Instructionsto Offerors-Commercial Items, which is incorporated by reference. FAR 52.212-4 (JUNE 2010), Contract Terms and Conditions-Commercial Items is applicable.FAR 52.212-5 (APR 2011), Contract Terms and Conditions Required To Implement Statutes orExecutive Orders-Commercial Items is applicable and the following identified clauses areincorporated by reference: 52.219-6, 52.219-28, 52.222-3, 52.222-19, 52.222-21,52.222-26, 52.232-34. All contractual and technical questions must be submitted inwriting via e-mail to jennifer.esparza@nasa.gov not later than 4:00 p.m. CST April 20,2011. Telephone questions will not be accepted. Selection and award will be made to the offeror that represents the best value to thegovernment considering price, technical capability of the items offered to meet theAgencys requirement, and proposed delivery schedule. Offerors must include completed copies of the provision at 52.212-3 (APR 2011), OfferorRepresentations and Certifications -Commercial Items with their offer. These may beobtained via the internet at orca.bpn.gov. These representations and certifications willbe incorporated by reference in any resultant contract.
