Description
The Syracuse VA Medical Center is seeking technical and price proposals from CVE SDVOSB firms for VA Project number 528A7-11-726 Replace Garage and Exterior Lights with LED Lighting. Scope of work: The Syracuse VA Medical Center will be contracting the supply and installation of LED parking lot fixtures to replace the existing high pressure sodium and metal halide fixtures in the parking structure. The existing parking structure is 7 levels and consist of roughly 50 fixtures per level. The fixtures are being replaced to maximize energy savings and to capitalize on existing power company rebates. In this contract, the contractor will be eligible to apply for any and all rebates. The contract is expected to be awarded in the Spring of 2011 with installation through the Fall of 2011. This project specifies the furnishing, installation and connection of the parking garage lighting systems. The general intent is to replace the listed existing garage fixtures, with a new LED low wattage fixture on each of the parking levels, to replace the existing T12 stairwell fixtures with new high efficiency vaportight fixtures with T-8 lamps to match the quantities listed, and to retrofit the various mechanical and electrical room fixtures with new ballasts and T8 lamps. Work is to include disconnecting, removing and the proper disposing of the existing fixtures, and the installation of new lamps, ballasts and fixtures as specified on the drawings and the specifications. Type of Work required is Electrical Pursuant to 38 USC 8127(d) and in accordance with Public Law 109-461, the Veterans Benefits, Health Care and Information Technology Act of 2006, this construction project is a Total Set-Aside for CERTIFIED Service-Disabled Veterans-Owned Small Businesses (SDVOSB). The construction range is estimated to be between $250,000 and $500,000 and will require bonding capacity in that range. The NAICS code is 238210 with a size standard of 14.0 Mil. Offers from other than service-disabled veteran-owned small business concerns will not be considered and shall be rejected. All responsible sources may submit a proposal which shall be considered by the agency. PERFORMANCE OF WORK BY PRIME CONTRACTOR. At least Twenty-Five PERCENT (25%) of the cost of the contract performance incurred for personnel must be spent on the concern's employees or the employees of other service-disabled veteran-owned small business concerns, excluding supervision. The offeror is responsible to monitor and download any amendments from the Federal Business Opportunities (http://www.fedbizopps.gov) website, which may be issued to this solicitation. The offeror must be registered in Central Contractor Registration (CCR) and listed as a CERTIFIED VETERAN ENTERPRISE and be VERIFIED in the VetBiz database under the applicable NAICS.
