- Description
- Naval Air Systems Command (NAVAIR), Patuxent River, MD, intends to negotiate and award a sole source firm-fixed-price delivery order under Basic Ordering Agreement (BOA) N00019-10-G-0004 with Northrop Grumman Systems Corporation (NGSC), Bethpage, NY, for the procurement of technical manual updates for the Japan Air Self Defense Force in which all applicable references to FC-77 liquid coolant used in the E-2C for cooling the APS-145 Radar System will be replaced or modified to make it less harmful to the environment. The period of performance (POP) for this contract action is intended to be eight (8) months after contract award (ACA). NGSC is the only company that has the ability, resources, technology and documentation necessary to modify, develop, produce, maintain and support the modification of the E-2C technical manuals. NGSC is the sole source designer, manufacturer, and integrator for the E-2C A/C. The authority permitting other than full and open competition is Title 10, U.S. Code 2304 (c)(1), as implemented by FAR 6.302-1, ‘Only One Responsible Source', and no other supplies or services will satisfy agency requirements. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within thirty days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government; Information received will normally be considered solely for the purpose of determining whether to conduct competitive procurement.
