Description
The U.S. Army Corps of Engineers, Walla Walla District is seeking small business sources for a construction project entitled: McNary Heat Pumps and Controls. The work is located at the McNary Lock and Dam, near Umatilla Oregon (Umatilla County). This will be a firm-fixed-price construction contract. Construction magnitude is between $1,000,000 and $5,000,000. Performance and payment bonds equaling 100% of the contract award price will be required. The North American Industry Classification System (NAICS) code for this project is 238220 and the associated small business size standard is $14 million. This sources-sought announcement is being issued to identify small business concerns with the capability to accomplish the work. This is not a solicitation. Only those firms responding to this announcement by submitting the following information will be used in determining whether to set aside this requirement. Please provide the following: 1)A capability statement expressing interest in this requirement, describing your company and its capability to complete a project of this magnitude and complexity. Include a statement detailing any special qualifications and certifications, applicable to the scope of this project, held by your firm and/or in-house personnel. 2)A statement or list of your firm's current or past technical experience similar to or the same as the summary scope of work and construction magnitude for this requirement. Include a brief description of each project scope, schedule, and dollar value. 3)A statement or list of your firm's current or past performance similar to or the same as the summary scope of work and construction magnitude. Include a point of contact name, phone number and email address. 4)A statement of your firm's bonding capacity. 5)A statement of your firm's business size and type (HUBZone, Service Disabled Veteran Owned, 8(a) etc). Your response to this notice must be received, in writing, on or before 3:00PM (local time) on May 2, 2011. Using USACE supplied plans and specifications, the contractor will accomplish the following Scope of Work. All work will require the Contractor to follow the procedures in the Army Corps of Engineers Safety Manual, at http://www.usace.army.mil/CESO/Documents/EM385-1-1FINAL.pdf. Summary Scope of Work The heat pumps and associated controls at McNary Dam were installed in 1953 during the original powerhouse construction. McNary powerhouse uses three 165-ton heat pumps for heating and cooling. The controls are pneumatic. The heat pumps maintain climate control for the generator floor, galleries, maintenance shops, control room, and project offices. The R113 refrigerant used in these heat pumps contains chlorofluorocarbons (CFC). Equipment using CFC's must be replaced with equipment that is more environmentally friendly. Using USACE provided plans and specifications replace the McNary heat pumps and associated controls with new energy efficient heat pumps and Direct Digital Controls (DDC) system. This project assumes replacing 3 each Trane/IR Centra-Vac chillers, adding new DDC controls for 1 each Air Handling Unit (AHU), adding 6 each remote thermostats and programming to control AHU, adding new HVAC monitoring server, software and programming, adding 6 each new ductless split units for additional peak load in the project office areas (cooling and heating). Demolition and replacement of the existing (4) 480V motor control centers serving the powerhouse HVAC loads (including the heat pumps and main air handler). Upsizing the 120V/208V service (to 50kVA) to the 9th and 10th floor offices to provide power for duct-less mini-splits and future expansion. Demolition: 165 Ton centrifugal chiller - 3 each SH-1, SH-2, SH-3, SH-4 (480V motor control centers) Equipment Install: 165 Ton, Centrifical, Std. Controls - 3 each Network Monitoring Option (Add BACnet Comm to Chillers) - 3 each 300 gpm chilled water pump 3 each 400 gpm condensor water pump 3 each 2 Ton, Split Ductless System - 6 each -- Aux Cool/Heating, Admin Spaces Monitoring Software Programming, Graphics, Networking & Server Hardware - 1 each AHU Controls - 1 each + Remote Thermostats (6 each), Sensors, Valve Actuator, etc. Misc Flanges, Valves, Conduit, Wire, Misc. Equipment Upsize CR010 to 50kVA service Replace 480V MCC: SH-1, SH-2, SH-3, SH-4
