- This synopsis is being posted to both the Federal Business Opportunities (FBO) page located at http://www.eps.gov and the Navy Electronic Commerce on Line (NECO) site located at http://www.neco.navy.mil. While it is understood that FBO is the single point of entry for posting of synopsis and solicitations to the Internet, NECO is the alternative in case FBO is unavailable. Please feel free to use either site to access information posted by the Navy Seas Systems Command. The Naval Surface Warfare Center Dahlgren Division (NSWCDD) has a requirement for support of the integration of the U.S. developed Mortar Fire Control System (MFCS) with the 120 mm Mortar known as Enhanced Mortar Targeting System II (EMTAS II) and support the integration of the EMTAS II system with the MFCS onto wheeled tactical platforms. The period of performance of this contract will be for eighteen months. NSWCDD intends to award the contract on a sole source basis to Elbit Systems Ltd., MATAM “ Advanced Technology Center, Haifa Isreal, 31053. As the developer of hardware and software for the EMTAS II mortar system and holder of its associated technical data package, Elbit Systems Ltd. has the ability to provide the needed support to the integration effort. The solicitation is anticipated to be issued by 9 May 2011. Interested parties other than Elbit Systems Ltd. must demonstrate, in writing their capability to provide the required services by 4 May 2011. NSWCDD has implemented Electronic Commerce (EC) in the acquisition area; therefore, the synopsis and resulting solicitation with any applicable amendments will be available on the World Wide Web at http://www.nswc.navy.mil/supply. Hard copies will not be provided. Vendors should regularly access the NSWCDD website to ensure they have downloaded any and all amendments. In order to be eligible for award firms must be registered in the Central Contractor Registry (CCR). Offerors may obtain information on registration in the CCR by calling 1-888-227-2423, or via the Internet at http://www.ccr.gov. All interested parties shall indicate their interest and capabilities in writing by 4 May 2011 by fax to (540) 653-7088 or e-mailed to stacey.palivoda@navy.mil. Anticipated award date is 12 July 2011.
