- Synopsis: Gaseous Helium (Bulk) Synopsis DLA Energy, as The Department of Defense (DoD) Integrated Materiel Manager (IMM) for Aerospace Energy products and services, requires delivery of 1200 MC (thousand cubic feet) of Pressurizing Agent, Gaseous Helium (Bulk), Type I, Grade A, in accordance with MIL-PRF-27407C, 29 November 2006; NSN 9135-00-890-2011. Initially, 600 MC will be delivered f.o.b. destination directly into an Army Aerostat located in Elizabeth City, NC. The helium must be delivered over a 36-hour period in an uninterrupted supply chain until the aerostat is filled. Once filling begins, deliveries cannot be interrupted until all 600 MC have been delivered and the aerostat is fully inflated. The remaining 600 MC will be delivered f.o.b. origin into Government-Provided bulk helium conveyances. The peroid of performance is 01 July through 31 October 2011.   The helium for this procurement must be supplied by a Bureau of Land Management (BLM) authorized federal helium supplier, or more specifically, a commercial supplier who has an in-kind crude helium sales contract with BLM, to the extent that supplies are available. In effect, this will result in an other than full and open competitive environment for this procurement under FAR 6.302-5, Authorized or Required by Statute. The Contracting Officer plans to issue the Request for Proposal (RFP) no later than April 22, 2011.
