Description
RFQ SOW Solicitation Number: PIFSC-11-012 Agency: Department of Commerce Office: National Oceanic and Atmospheric Administration (NOAA) Location: National Marine Fisheries Service, Pacific Islands Fisheries Science Center This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice and in accordance with the simplified acquisition procedures authorized in FAR Part 13. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The office of NOAA National Marine Fisheries Service, Pacific Islands Fisheries Science Center located in Honolulu, HI has a requirement for microsampling of hard parts or skeletal structures from marine organisms for the purpose of determining age with radiocarbon analyses for contributing to understanding life histories. At present, fish ear bones, known as otoliths, are being processed on the micromilling machine for core extraction in bomb radiocarbon dating applications. The Pacific Islands Fisheries Science Center is seeking a contractor experienced in the analysis of carbon-14 ( 14 C) using Accelerator Mass Spectrometry (AMS). For some samples, the analysis will be extended to include an analysis of carbon-13 to allow for fractionation corrections. The contractor should report radiocarbon measurements as: 1) fraction modern (Fm); 2) age-corrected relative to the appropriate radiocarbon standard (∆ 14 C); and 3) conventional radiocarbon age where applicable. Background levels due to sample preparation should be subtracted based on 14 C-free standards and final values should include measures of uncertainty or error. All reported values must be unambiguous and properly annotated relative to Stuiver and Polach (1977). To be considered, firms must furnish detailed information concerning their capability to provide service. Information should provide sufficient detail that demonstrates the firm's knowledge and ability to perform requirement. The North American Industry Classification System (NAICS) Code for this procurement is 541712. A firm fixed price contract will be issued and performance commencing approximately the 1 st or 2 nd week of July, 2011. All interested parties must respond to this announcement within ten (10) calendar days of its publication. This is a simplified acquisition estimated value not to exceed $150,000.00. The Western Regional Acquisition Division, requires that all contractors doing business with this Acquisition Office be registered with the Central Contractor Registry (CCR) as of October 1, 2003.
