- The Naval Surface Warfare Center Panama City, Florida intends to solicit Aitech Defense Systems Inc. 19756 Prairie St., Chatsworth, CA 91331 on a sole source basis for a firm fixed price type indefinite delivery indefinite quantity requirements type contract for quantities, up to thirty-six (36) each of C108 7448 Processor board (part number 2C1088L-A6200-00); up to seventy-two (72) each of M591 Dual head graphics controller (part number 2M591-A-02); and up to seventy-two (72) each of C431 VMEbus slave card series 200 (part number 2C431-A622-01). These items are commercial off-the-shelf (COTS) items and any quantities, up to the previously stated amounts, may be procured under delivery orders issued against the resultant contract. All prices will be evaluated at the time of award. This action is unsuitable for full and open completion for the following reasons: The parts being procured are slightly modified COTS items manufactured by Aitech Defense Systems of Chatsworth, CA. The end items being purchased were specifically tested and evaluated against the Naval Sea Systems Command (NAVSEA) technical requirements as provided in the Landing Craft, Air Cushion (LCAC) Service Life Extension (SLEP) Program ™s Command, Control, Communications, Computers and Navigation (C4N) System Baseline Configuration 3 (SBC3) hardware requirements specification during the product ™s formal qualification. Currently, no other source meets the form, fit, function, and interchangeability requirements for the LCAC C4N system without redesigning the C4N system. The COTS items being purchased were specifically tested and evaluated against the Naval Sea Systems Command (NAVSEA) technical requirements as provided on the LCAC C4N System Baseline Configuration 3 (SBC3) hardware requirements specification during the product ™s formal qualification to ensure 100% compatibility with the LCAC C4N SBC3 system. Other COTS items would require development and extensive engineering and environmental testing efforts which would not meet the known deliverable dates for procurement. Delivery, for any quantities ordered, is 16 weeks after award of an order. Delivery will be made to the Receiving Officer, Naval Surface Warfare Center Panama City Division (NSWC PCD), 110 Vernon Avenue, Panama City FL 32407. The proposed contract action is for supplies for which the Government intends to solicit and negotiate with only one source. Award will be based on the determination of a fair and reasonable price. The estimated award date is 30 September 2011. Requests must be marked with this synopsis designation number and should include the offeror ™s name, address, telephone number, commercial and government entity (CAGE) code, point of contact, and clearly identify the offeror ™s capabilities. This notice of intent is not a request for competitive proposals. A determination by the Government not to compete this requirement, based upon responses to this notice, is solely the discretion of the Government. NAICS Code 334111 applies. SBA Size Standard is 1000 employees. FSC is 5999.
