Description
The U.S. General Services Administration (GSA) - Public Buildings Service - Region 1, is seeking design-build firms (FAR 36.104) that qualify under the U.S. Small Business Programs cited in the Federal Acquisition Regulation (FAR) Part 19, including 8(a), Women-owned, Historically Underutilized Business Zone (Hub Zone), Small Disadvantaged, Service Disabled, and Veteran Owned Small Businesses. THIS IS A SOURCES SOUGHT ANNOUNCEMENT FOR PLANNING PURPOSES ONLY to identify valid sources and to gauge the business interest of design-build firms for: Design-build services to provide a Land Port of Entry (LPOE) that meets current and future needs. The project will include the design and construction of a land port of entry at the existing port site in such a manner as to create a facility with new technologies designed to enable U.S. Customs and Border Protection (CBP) to fulfill their mission. The site area will not be expanded. The building size will be in the 1,000-1,200 gross square feet range and should generally approximate the footprint of the existing facility. A detailed program of requirements will be provided. Although not required, all or portions of the existing facility may be incorporated into the proposed project. Any reuse or demolition of the existing building will require abatement of all hazardous materials. The finished floor of the new facility must be at least one foot above the 100-year flood level. Accessible access must be provided to the public areas of the building. The total project cost (TPC) has a magnitude range of $250,000 and $500,000 which includes all design, testing, construction, management and inspection, The North American Industry Classification System (NAICS) is 236220. Commercial and Institutional Building Construction and Small Business Standard is $33.5 million annual revenue for the previous three years. Interested parties should furnish the following information (1) Company name, address, point of contact, telephone number, e-mail address, and website address. (2) Business type: 8(a), Women-owned, Historically Underutilized Business Zone (Hub Zone), Small Disadvantaged, Service Disabled, Veteran Owned Small Businesses, large or small business, etc. (3) A capabilities statement regarding similar construction design-build projects completed within the last five (5) years; minimum information must include the following: Final contract price, project location, with a brief description of the project and (4) Certification of bonding capacity. Electronic versions of your statement, ten pages or less shall be submitted VIA e-mail to michael.santos@gsa.gov. No telephone calls will be accepted. Responses are due No Later than April 29, 2011. MARKET RESEARCH IS BEING CONDUCTED to determine if there are small businesses with the capabilities and experience to perform the required work. GSA will use information obtained through this synopsis to develop an acquisition strategy. THIS IS NOT A SOLICITATION ANNOUNCEMENT FOR PROPOSALS AND NO CONTRACT WILL BE AWARDED FROM THIS ANNOUNCEMENT. NO REIMBURSEMENT WILL BE MADE FOR ANY COSTS ASSOCIATED WITH PROVIDING INFORMATION IN RESPONSE TO THIS ANNOUNCEMENT.
