- Instructions and drawings for Pouch requirement. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, and in conjunction with FAR Subpart 13.5, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and written solicitation will not be issued. The solicitation number is 11JD104 and is issued as a Request for Quotation (RFQ). This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-51 and DFARS change notice 20110331. This solicitation is being issued as a 100% Small Business Set-Aside. The North American Industrial Classification Standard (NAICS) code is 314911 with a size standard 500 employees. The contractor shall provide the following items: Item 0001: QTY - 8,800 EA. Pouches, ABU with ALICE Clips (See Attachment for BMT Study Guide Pouch Requirements & Drawings). Disclaimer: The drawings of the pouch on each visual aid is not drawn to actual size/dimensions listed on the documents. The contractor shall provide a sample of the pouch with their quote by no later than 25 April 2011 3:00 P.M. (CST) to: 802 CONS, 1655 Selfridge Avenue, Attn: Ms. Guadalupe A. Murphy, Lackland AFB TX 78236-5253. The sample will be evaluated by the government to ensure it meets all technical requirements (See Attachment for BMT Study Guide Pouch Requirements & Drawings) prior to contractor manufacturing all items. Items must be manufactured in compliance with Berry Amendment USC, Title 10, Section 2533a. FOB: Destination. Upon technically acceptance of the pouch sample by the Government, Delivery for the remaining quantity (8,799 EA) will be to: BMT Warehouse, Bldg 5189, Lackland AFB TX 78236-5253. The Government required delivery is 42 days after receipt of the award. Price will include delivery/transportation cost. Quote will be valid until 30 Sep 2011. Written quotes are required (oral offers will not be accepted). Submission of quotes must be in accordance with FAR 52.212-1, Instruction to Offerors - Commercial Items. Award will be made to the Low Price Technically Acceptable (LPTA) responsible offeror whose quote conforms to the solicitation and whose sample is technically acceptable. Pursuant to FAR 52.232-18 Availability of Funds, Funds are not presently available for this requirement. Please include CAGE code, DUNS, Tax Identification Number, FOB Point, and Payment and Discount Terms with your quote. To be eligible to receive an award resulting from this RFQ, offerors must be registered in the DOD Central Contractor Registration (CCR) database, no exceptions.
