- Project Vicinity Map Solicitation This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This is a request for quote (RFQ) No. AG-02NV-S-11-0018; proposal due date is May 6, 2011. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 51, effective as of April 1, 2011. Attached, you will find a Statement of Work for the Mountain Pine Beetle Spraying for the Bridger-Teton National Forest. No later than 3:00 pm MST, May 6, 2011 please provide a price and technical proposal describing your company abilities to accomplish the work described in the attached Statement of work. The selection process will consist of a Best Value source selection based on past performance, experience and price. Under a Best Value source selection, non-price evaluation factors, when combined are significantly more important than price. However, the Contracting Officer will not select an offeror for award on the basis of a superior capability without consideration of the amount of the price. All proposals shall include the following information: 1) Past Performance & Experience - provide a record of all contract work performed in the past 3 years. Include a contact name and telephone number, brief description of contract, and value of contract. Offerors shall use Exhibit 1 from Section IV to provide the above mentioned information. The Experience Questionnaire shall indicate availability of project equipment, including an ATV and applicator's name and license number. Quotes will be considered if quoter does not have ATV use available. Submit a copy of the Pesticide Applicators License with quote. 2) Price - The low quote for purposes of award shall be the low aggregate amount for Items 1 - 9; therefore, providing for accomplishment of the most features of work (number of trees sprayed) within the funds determined by the Government to be available at the time quotes are opened. This procurement is a 100% Small Business Set Aside. The NAICS code for this solicitation is 115310. In order to be considered a small business under this NAICS code, your average annual receipts must not exceed $7 Million. Award of a contract for the Mountain Pine Beetle Spraying services is conditioned upon the passage of an appropriation by Congress from which expenditures there under may be made and shall not obligate the United States upon failure of Congress to appropriate.
