- The Naval Medical Logistics Command intends to negotiate, on a sole source basis (IAW FAR 13), with Alterg, Inc, 48438 Milmont dr, Fremont, CA 94538, as the only responsible source that can provide an aerobic exercising treadmill without gravity. This machine shall utilize an unweighting (without gravity) system on patients for injuries, post surgery, and/or to general condition. The unweighting shall eliminate at least 80% (controlled in at most 1% increments) of body weight from a person's workload when in use. The treadmill shall increase in speed from 0mph to at least 15mph in the forward direction and at least 5mph backwards. The treadmill shall be able to incline a minimum of +15%. The machine shall have a screen to control and set weight, speed, and incline. The treadmill shall have the option of saving these settings. This treadmill shall use air pressure technology that would allow the patient a full range of unconstrained motion and not limit natural gait. The system will also include a step. There shall not be any liquid components. The treadmill system shall be able to treat patients between 100 and 400 lbs. The weight of the system, when fully operational, shall be less than 1200lbs. Due to space constraints, the treadmill system shall consume less than 30 sqft of space. The treadmill system shall include all necessary accessories (such as shorts required to operate the system). The treadmill electrical requirements shall not exceed: 220VAC, 60Hz, 30Amps, and single phase. Regulatory Requirements: The system and all of the components, shall be compliant with the Food and Drug Administration (FDA) requirements to market and deliver medical products for use in the United States of America, even should delivery be requested outside of the United States. The claims made for the product shall comply with the regulations of the FDA with respect to products for marketing and delivery of a medical product for use in the United States of America, even should delivery be requested outside of the United States. This acquisition is being conducted under simplified acquisition procedures FAR 13. There are no set-aside restrictions for this requirement. The intended procurement will be classified under North America Industry Classification System (NAICS) 339920. This notice of intent is not a request for competitive proposals and no solicitation document exists for this requirement. However, parties interested in responding to this notice will need to submit technical data, sufficient to determine capability in providing the same product. All capability statements received by the closing date of this synopsis will be considered by the Government. A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
