Description
The National Institutes of Health, Clinical Research Center is conducting a market survey/sources sought to help determine the availability and technical capability of qualified small businesses, veteran-owned small businesses, service disabled veteran-owned small businesses, women owned small businesses and/ or Hubzone small business capable of serving the needs mentioned below. This market survey/sources sought announcement is not a request for proposals and the Government is not committed to award a contract pursuant to this announcement. The information from this market research is for planning purposes only and will assist the Government in planning its acquisition strategy. This is strictly market research and the Government will not entertain questions concerning this market research. The Government will not pay for any costs incurred in the preparation of information for responding to this market survey. The Clinical Center of the National Institutes of Health has a need for cleaning glass that is not readily accessible. The major portion of the glass is located in a central atrium in the Hatfield Center CRC and extends up seven floors, and therefore will require a lift. This procurement shall have a glass cleaning during the calendar year of 2011 and have four separately priced options for glass cleaning services. The period of performance for 2011 is July 4th week-end, July 2-4, 2011, and the lift removed no later than Tuesday, July 5th. The period of performance for the first option will be July 2-4, 2012. The period of performance for the second option will be July 2-4, 2013. The period of performance for the third option will be July 2-4, 2014. The period of performance for the fourth option will be July 2-4, 2015. The scope of work is as follows: 1. The glass to be cleaned includes both sides of all of the glass in the atrium. This also includes the cleaning of the ledges that hold the glass in place. In addition to the glass, the superstructure at each end of the atrium shall be cleaned. 2. The atrium glass that faces the outside shall be cleaned on the inside only. 3. The glass that encloses the bridges shall be cleaned on both sides. The seventh floor also includes the glass that faces the bridge on the 8th and 9th floor of the ACRF. 4. The glass that encloses the bridges that run from the south wing to the north wing shall be cleaned on the inside only. There are two sets of bridges, one on the east and one on the west. 5. All of the glass at the front door shall be cleaned on both sides. 6. All of the glass at the ambulance entrance shall be cleaned on both sides. 7. All of the glass at the ambulance entrance lobby that faces the interior of the building shall be cleaned on the lobby side only. This shall also include cleaning the ledges and the lights in the ambulance entrance lobby. 8. All of the glass emanating from the B1 patient entrance shall be cleaned on both sides. 9. The inside glass of stairwells 1-3 and 1-7 shall be cleaned. 10. Inside glass in the ceiling of the chapel of the 7th floor. The vendor responses must demonstrate their expertise in cleaning glass that is not readily accessible and their ability to obtain the lift required for the glass cleaning. Please note that failure to specifically demonstrate capability to provide the required services in your response to this market survey may affect the Government's review of industry's ability to perform these services. The vendor's response shall be in sufficient detail to allow the Government to assess the capability of your firm. This notice is a market survey and is for information and planning purposes only and does not commit the Government to any contractual agreement. THIS IS NOT A REQUEST FOR PROPOSALS. The Government will not award a Purchase Order or Contract based upon Vendor responses to this announcement. The Government shall not assume any costs for preparing or submitting any information in response to the market survey or the Governments use of the information. Any proprietary information should be clearly identified as "proprietary information". Vendors must send written capability responses by April 22, 2011 at 2 pm Eastern Standard Time to the Contract Specialist at ljohnson@cc.nih.gov.
