Solicitation Number: AB133R-11-RP-0090 Notice Type: Pre-Solicitation Notice Synopsis: The National Oceanic Atmospheric Administration (NOAA) Pacific Marine Environmental Laboratory (PMEL), has a requirement for ARGO floats to be delivered FOB Destination to Seattle, Washington via an Indefinite-Delivery Indefinite-Quantity (IDIQ) contract. PMEL participates in Argo (www.argo.net), which is an international effort to measure the temperature and salinity fields in upper two km of the global ocean by populating it with an evenly distributed array of 3000 profiling floats equipped with CTD (conductivity-temperature-depth) instruments that telemeter their data to shore with minimal delay. It is a very high visibility program for NOAA. PMEL has been a partner in the U.S. Argo consortium since the program inception in 2000. PMEL responsibilities include procurement, testing, and deployment of a fraction of the U.S. Argo floats. We use floats with two different telemetry/positioning systems. One type uses Service Argos, and the other Iridium/GPS. In the current contract Iridium/GPS is an optional added cost item to a base Service Argos unit. Contractor shall provide all personnel, equipment, tools, materials, supervision, transportation and services necessary to deliver ARGO Floats to Seattle, WA FOB Destination, as noted in the Statement of Work. The resulting IDIQ contract will have a base period of performance from approximately June 15, 2011 through June 14, 2012, with two (2) option periods, consecutively occurring after the base period. The proposed contract is an unrestricted procurement. The NAICS code for this procurement is 332313 and the size standard is 500 employees. All responsible and fully responsive sources may submit a proposal which will be considered by the Agency. Any resulting contract will be awarded as a firm-fixed price IDIQ contract with delivery orders issued. Solicitation documents will be made available for download on or about April 22, 2011 at http://www.fedbizopps.gov/. Paper copies of this solicitation will not be issued. Interested parties should use the FedBizOpps [Add To Watchlist] and [Add Me To Interested Vendors] features which provide a notification when the RFP becomes available for download as well as all postings of information associated with this solicitation, thereafter. Each potential offeror is responsible for checking the FedBizOpps website to gain all current information related to the solicitation. The estimated response due date is May 17, 2011; however, the actual date offers are due will be stated within the solicitation documents.
