- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6., of the Federal Acquisition Regulation (FAR), as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Reference number W912L7-11-T-0016 when responding to the Request for Quote. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-50. The Tennessee Army National Guard has the following requirements. This requirement is being advertised as a total small business set-aside; the North American Industry Classification System (NAICS) Code is 541512 with a Small Business Size Standard of twenty-five million dollars ($25.0 million), average of three years. All responsible sources may submit an offer, which shall be considered by this Agency. The following clauses are applicable to this acquisition: FAR 52.212-1 Instructions to Offerors-Commercial Items, FAR 52-212-2 Evaluation Commercial Items, FAR 52.212-3 Offeror Representations and Certifications-Commercial Items, FAR 52.212-4 Contract Terms and Conditions-Commercial Items, FAR 52.212-5 (Dev) Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items (JUN 2006) (Deviation) and DFARS 252.212-7001 Contract Terms, Conditions Required to Implement Statutes or Executive Orders Applicable to Defense Acquisitions of Commercial Items (JUL 2006) (Deviation). Quotes are due in this office no later than Monday, May 16, 2011, two (2:00) p.m. local central daylight savings time. They can be emailed to lisa.sircy@us.army.mil. Point of Contact referencing this solicitation is Lisa Sircy at 615-313-0879.Offers will be evaluated using the evaluation criteria outlined in FAR Part 13. The award will be made to the vendor whose proposal is most advantageous to the Government. The evaluated non-cost factors for this acquisition shall be solicitation requirements and past performance for similar projects for the past three (3) years. All evaluation factors other than cost or price, when combined, are approximately equal to cost or price. The following Contract Line Item Numbers (CLINs) are as follows: 0001 Audiovisual infrastructure and system developed and installed for the Armed Forces Reserve Center (AFRC) and Field Maintenance Site (FMS), Kingsport Armory, TN Location: 399-A Hwy. 11 W, Mt.Carmel, TN 37645. Date services required: Within 45 days of contract award. See attached statement of work (SOW) for additional information. Vendors who respond to this solicitation should provide a price per room to include labor. Vendors shall also provide total cost for all services and equipment requested. There will be a site visit on 27 April 2011, at nine (9:00) a.m. EST at Quad 1 at the above listed location.
