- This action is for the procurement of a traffic counter system which includes 36 counters with LCD tally display and associated hardware and software. These counters utilize a magnetometer and have the unique capability of counting passing vehicles without the necessity of in-road magnetic loops or road tubes placed in or across a roadway. They are unique in their software-driven versatility. The US Army Corps of Engineers, Rock Island District, intends to procure traffic counters for Saylorville Lake on a sole source basis in accordance with the statutory authority of 10 U.S.C. 2304(c)(1) as implemented by FAR 6.302-1, Only One Responsible Source and No Other Supplies or Service Will Satisfy Agency Requirements. The US Army Corps of Engineers, Rock Island District, intends to enter into a firm, fixed-price contract with TRAFx Research Ltd, Canmore, Alberta. The NAICS code for this procurement is 334519 with a size standard not to exceed 500 employees. THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE QUOTES and no solicitation will be issued; however, any firm that believes it can meet the requirement may give written notification to the Contracting Officer. Supporting evidence must be furnished in sufficient detail to demonstrate the ability to comply with the requirement listed. Documentation must be received by April 21, 2011 in order to be considered. A determination by the government not to compete this proposed contract based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
