Draft Performance Work Statement CAPABILITY STATEMENT INSTRUCTIONS AND EVALUATION CRITERIA Impact Evaluation of Teacher and Leader Evaluation Systems The U.S. Department of Education (ED) is conducting market research. This RFI is being used to determine if sufficient interest and capability exists regarding a potential future solicitation. This notice is provided as information to the marketplace and is an invitation for potential offerors to express interest and provide information regarding their relevant capabilities. Information submitted in response to this RFI may be used as a basis for a future solicitation and/or as a basis for more in-depth research of an organization's capability. The National Center for Education Evaluation, within ED's Institute of Education Sciences, anticipates the award of a 5-year contract to examine the implementation and impacts of a teacher and principal performance evaluation system. ED seeks capability statements from small businesses only. Capability Statement Instructions In response to the attached Draft Performance Work Statement (PWS), ED hereby solicits capability statements from eligible contractors. These statements shall be no longer than 4 pages (single-spaced, with a minimum of one-inch margins and 12 point font). Contractors should include up to five resumes in the appendix. Only resumes for key personnel that would work on the contract are to be included. Each resume should clearly document that individuals have the experience and expertise described below. Each resume should be no longer than 5 pages. The resumes will not be counted as part of the 4 pages of the capability statement. The capability statement should describe the collective expertise of key personnel, in each of the following areas: • Experience and skill in designing and managing large-scale, national random assignment evaluations. Interested contractors should provide evidence of key personnel's successful past experience designing and managing random assignment evaluations on the scale of that described within the Draft PWS. This should include designing national random assignment studies in school settings, and managing site recruitment, data collection (including classroom observations), data analysis, and report writing. • Experience recruiting districts for a large-scale, national random assignment evaluation. Interested contractors should provide evidence of key personnel's successful past experience recruiting districts for random assignment impact evaluations. Contractors should demonstrate that key personnel have the capability to recruit a national sample of districts within a compressed time frame. • Experience implementing random assignment evaluations. Interested contractors should provide evidence of key personnel's successful past experience implementing and monitoring random assignment in school settings, developing data collection consistent with a random assignment design, and conducting complex data analyses with appropriate hierarchical linear modeling to address random assignment. • Experience gathering and analyzing student test score data from district administrative records. Interested contractors should provide evidence of key personnel's successful past experience gathering student test score data from a large number of districts, cleaning those data, and incorporating the data into analyses. • Substantive knowledge of teacher quality issues. Interested contractors should provide evidence of key personnel's content knowledge regarding teacher and principal performance evaluation and relevant teacher and principal quality issues. Contractors should demonstrate that key personnel have the substantive knowledge to develop data collection forms, select data collection instruments, and recommend policy-relevant analyses. In addition, the capability statement should address the following experience at the corporate level: • Experience conducting projects similar in nature to that described in the Draft PWS. Interested contractors should provide evidence of successful corporate experience with past projects that are similar to that described in the Draft PWS in terms of the specific tasks to be performed and the level of effort required. Interested contractors should provide evidence of corporate experience conducting the scale and complexity of the design, recruitment and data collection efforts and analytics described within the Draft PWS. Interested small business parties are asked when submitting the Capability Statements to include the following information: 1) Company Name and Mailing Address and 2) Point of Contact (name, title, e-mail address, and telephone number). The deadline for submitting capability statements is April 25, 2011 by 12:00 noon EST via e-mail to the following: Natasha.Boyce@ed.gov Note: The Government will not pay for the provision of any information nor will it compensate any respondents for providing this information.
