- The Bureau of Reclamation, Lower Colorado Regional Office, Boulder City, Nevada, intends to award, on a sole source basis, a purchase order to Hatch Mott Macdonald NY Inc., Millburn, NJ. The Bureau of Reclamation has a requirement for the development of a detailed feasibility-level construction cost estimate for an 8.5 foot-diameter (minimum), 32,250 foot-long water conveyance tunnel, including excavation, ground support, muck disposal and all other tasks associated with a tunnel project. Hatch Mott MacDonald, Inc. (HMM) owns a proprietary tunnel estimating software package capable of interpreting raw data (i.e., Results of a cerchar abrasitivity index test; rock mechanics tests that included ultrasonic wave velocity testing; uniaxial compression strength testing; and indirect tensile strength value testing) and making informed assumptions based on interpretation of that data to estimate predictable reliable productions rates, support methods and other factors that could significantly impact cost. HMM has numerous years of experience in a vast variety of scenarios which bestows unique insights to the local geologic conditions; local economic conditions, and availability of local labor, materials, and supplies necessary for consideration in developing estimating "assumptions". A Justification for Other Than Full and Open Competition has been prepared in support of this acquisition. This procurement will be awarded using Simplified Acquisition Procedures.
