Description
Subject: Provide technical, programmatic/financial, and administrative program support to include Scientific, Engineering, Technical Assistance, and Administrative (SETA) support to the Defense Advanced Research Projects Agency (DARPA), Strategic Technology Office (STO). Response Date: April 18, 2011, 5pm EDT Contact: Contract Specialist: Yvonne Edwards (Yvonne_M_Edwards@nbc.gov) Agency: Department of the Interior, National Business Center, Acquisition Services Directorate, Sierra Vista, Division III. At this time, the Acquisition Services Directorate, Sierra Vista, Division III is investigating the possible award, on behalf of DARPA, a five (5) year multiple award Indefinite Delivery Indefinite Quantity (IDIQ) contract to qualified small business contractor(s) to provide technical, programmatic/financial, and administrative program support to include Scientific, Engineering, Technical Assistance, and Administrative (SETA) support. If the results of this market survey indicate there are an insufficient number of small businesses qualified sources that can support this proposed effort, the Government will consider issuing a full and open solicitation. The estimated ceiling for this contract is $205,000,000.00. Responses to this announcement must demonstrate that the potential offeror is currently able to meet the following requirements:(NOTE: THIS IS NOT A COMPLETE LIST OF TASKS, BUT SIMPLY A REPRESENTATIVE SAMPLING)1.The anticipated contract type is Cost Reimbursement, therefore, in accordance with FAR 16.301-3 Limitations, the contractor's accounting system must be adequate for determining costs applicable to the contract and, appropriate Government surveillance during performance will provide reasonable assurance that efficient methods and effective cost controls are used. 2.In accordance with FAR 52.219-14(2), Limitations on Subcontracting, the prime contractor must demonstrate at least 50 percent of the cost of contract performance incurred for personnel shall be expended for employees of the concern. 3.Overall management of basic IDIQ contracts and subsequent individual Task Orders. 4.Maintenance of appropriate facilities, to include conference facilities, to support STO. Conference facilities must be able to host meetings of 30 people or more at a variety of security levels up to TOP SECRET/SENSITIVE COMPARTMENTED INFORMATION (TS/SCI), in accordance with security requirements as identified at (5) below. These meeting facilities must be located within a 15 minute walking distance from DARPA offices at 3701 N. Fairfax Drive, Arlington, VA 22203 AND anticipated offices to be located at 675 N. Randolph Street, Arlington, VA 22203. 5.The Contractor shall develop and maintain a comprehensive security plan to protect classified and sensitive materials associated with Statement of Work tasks herein. The Contractor should have the requisite security staff and facilities capable of housing a SAPF and/or SCIF in accordance with DCID 6/3 and 6/9 standards. 6.Key Management personnel will require a final TOP SECRET/SCI with a current 5 year SSBI. All other contractor personnel providing direct support services that necessitate access to DARPA facilities or information systems require, at a minimum, a final SECRET clearance with a current NACLAC investigation. Individual Task Orders will specify further requirements, as needed. 7.Due to the requirement for quick response and close coordination between the contractor and DARPA, the offices housing the contractor's key and resource personnel must be located within a 15 minute walking distance from DARPA offices at 3701 N. Fairfax Drive, Arlington, VA 22203 AND anticipated offices to be located at 675 N. Randolph Street, Arlington, VA 22203. 8.Assist in strategic planning and technical analysis for program formulation. 9.Assist in preparation, maintenance, and tracking support to execute financial management, including drafting, documenting, and processing procurement requests (and other related documents) and working with others to gather and compile documentation and required materials to support program execution oversight and monitoring of funding. 10.Assist in the planning, arranging, and hosting of STO sponsored meetings and conferences. 11.Support the activities of on-going and future DARPA STO sponsored programs and be familiar with the interaction of DARPA sponsored technology programs with the respective community at large. 12.Identify and translate user requirements into specific technology research and development objectives; illustrating the benefits of applying technology to military equipment users and developers; and identify the commercial utility of new products and technology developments. 13.That contractor shall prepare, draft, and coordinate documents related to Scientific Review Memorandum, Broad Agency Announcements, Justifications for Other than Full and Open Competitions, and other solicitation documents in accordance with FAR, DFARs and DARPA guidelines. Personnel requirements:(NOTE: THIS IS NOT A COMPLETE LIST OF PERSONNEL REQUIREMENTS, BUT SIMPLY A REPRESENTATIVE SAMPLING) Contract Program Manager Experience. This senior level contract program manager will be in charge of the overall management of awardee responsibilities under the Basic IDIQ Contract and all subsequent Individual Program Task Orders. This person will develop, implement and continuously execute effective plans for overall contract management, contract administration, security and training/quality assurance. The As part of the awardee's responsibilities, the CPM must be capable of planning, directing and coordinating the work activity of all personnel involved in all aspects of the contract and to integrate problem resolution in the ongoing work without loss of fiscal integrity and work force efficiency. Demonstrated work experience in collateral, special access and intelligence programs is desired for any support provided to STO classified programs. Experience working in DoD is desirable, within a DoD research and development organization is more desirable, and within DARPA is most desirable. A minimum of ten years of experience as a contract program manager providing support cutting edge research and development programs is required. The ten years experience must include managing fiscal and personnel resources similar to those listed in the SOW. At least five years of this experience must be in managing personnel with Government contracts with comparable projects or activities in size and complexity to the STO Contract Program Manager SETA contract effort.Education: Requires a Master's degree in a relevant technical or business field. At the discretion of the Government, specialized experience may be substituted in lieu of specific educational requirements. Senior Scientist/Engineer Experience: At least seven years at progressively more difficult levels in planning and developing technical projects of a research and development (R&D) nature, concerned with unique or controversial problems which have an important effect on major Department of Defense programs. Demonstrated skill in conceiving, planning and conducting research in problem areas of considerable scope and complexity requiring unconventional or novel approaches and sophisticated research techniques. Demonstrated ability to make decisions independently on research and development (R&D) engineering problems and methods, and to resolve important questions and to plan and coordinate work. Demonstrated experience in the use of advanced techniques, theories, precepts, and practices in one or more relevant technical areas is desired. At least five years extensive experience, background and knowledge of one or more DARPA programs are highly desirable. Education: Masters of Science or Art degree in Physics, Chemistry, Math or Engineering. (Published articles in Field of Expertise is highly desirable.) At the discretion of the Government, specialized experience may be substituted in lieu of specific educational requirements. Senior Systems Analyst Experience: At least seven years experience in military systems analysis, with a broad understanding of national security issues. Demonstrated experience must include (1) the analysis of military systems benefits derived from advanced technologies; (2) skill and efficiency in developing and executing analysis methodologies as appropriate for unique situations with minimal reliance on complicated war games, and (3) the ability to work effectively with technology developers and technology users to facilitate technology transfer. At least five years experience, background and knowledge of one or more of the DARPA programs is highly desirable. At least three years experience working with DARPA Program Managers is highly desirable.Education: Masters of Science or Art degree in Physics, Chemistry, Math or Engineering. (Published articles in Field of Expertise is highly desirable.) At the discretion of the Government, specialized experience may be substituted in lieu of specific educational requirements. Senior Program Analyst Experience: At least five years of experience in DoD, preferably R&D. Demonstrated creativity, foresight, and mature judgment in anticipating and solving problems in financial, administrative, and program management. Demonstrated experience in organizing and facilitating small meetings. Experience in tracking technical and financial milestones. Experience in creating and coordinating budget and acquisition funding documents. Requires knowledge/competence in analysis using modern PC computer techniques, systems, and tools. At least two years experience working with DARPA is highly desirable.Education: Bachelor of Science or Art degree or five years of experience in DoD. At the discretion of the Government, specialized experience may be substituted in lieu of specific educational requirements. Mid-Level Analyst Experience: At least four years of experience in DoD, preferably in an R&D environment. Demonstrated creativity, foresight, and mature judgment in anticipating and solving problems in financial, administrative and program management. Demonstrated experience in organizing small meetings. Experience in tracking technical and financial milestones. Requires knowledge/competence in web-based research as well as analysis using modern PC computer techniques, systems, and tools. At least 1 year experience working with DARPA is highly desirable.Education: At least a Bachelor of Science or Art degree or 4 years of experience. At the discretion of the Government, specialized experience may be substituted in lieu of specific educational requirements. Interested contractors are invited to identify their interest, technical capabilities and teaming arrangements to meet the requirement(s) listed above with documentation that substantiates the contractor(s) ability to meet the requirement(s) by 5:00 pm EDT, 18 April 2011. Brochures alone are not sufficient documentation for demonstration of capabilities, conflict free redials, and unbiased status. If a teaming arrangement has been established in order to meet the requirement(s) above, potential vendors must substantiate the teaming arrangement with documentation and show that each of the requirements can still be met.
