Description
THIS IS A SOURCES SOUGHT NOTICE ONLY. THIS IS NOT A REQUEST FOR PROPOSAL. THERE WILL NOT BE A SOLICITATION, SPECIFICATIONS, OR DRAWINGS AVAILABLE AT THIS TIME. The Naval Facilities Engineering Command, Mid-Atlantic is seeking eligible small business firms capable of providing all material, labor, supervision, inspection & testing to provide sand fill within the project limits along the beach at Dam Neck Annex to raise the beach elevation from existing elevations to elevation 8.5'. This will be approximately 2' to 3' of fill over a beach area of approximately 5000' in length by 75' in width. The contractor will provide sand imported from a private source (hauled in by truck, at the contractor's expense) and grade the beach within the contract limits. The contractor shall place the sand on the beach at the elevations indicated on the contract drawings. The contractor shall provide a giant sand bag revetment system to reinforce and protect the existing sand dune beach protection system. The giant sand bag revetment system shall be composed of giant sand bags approximately 5' in length by 9' wide by 2' high placed along the ocean side of the existing sand dune slope. The giant sand bags will be placed in a staggered pattern 4 to 5 rows high bearing on a geotextile fabric. The approximate length for the giant sand bag revetment system is 5000'. The contractor shall fill the giant sand bags with imported fill sand from a private source (hauled in by truck, at the contractor's expense) by dry filling the bags utilizing specialized loading and handling equipment or by hydraulically filling the giant sand bags by creating a slurry with the imported fill sand and pumping the slurry to the bag at its designated location within the revetment system. The contractor shall be required to provide a preconstruction survey and post construction survey performed by a Land Surveyor registered in the Commonwealth of Virginia to verify existing and post construction elevations of the beach and giant sand bag revetment system within the project limits. Magnitude of this procurement is between $1,000,000.00 and $5,000,000.00. All Service Disabled Veteran (SDV) small businesses, certified HUBZone small businesses, certified 8(a) small businesses, and other certified small businesses are encouraged to respond. Upon review of industry response to this Sources Sought Synopsis, the Government will determine whether a set-aside acquisition in lieu of full and open competition is in the Government's best interest. This office anticipates award of a contract for these services prior to 30 June 2011. The appropriate NAICS code for this procurement is 238910. THIS SYNOPSIS IS NOT A REQUEST FOR PROPOSAL. This synopsis is a market research tool being used to determine the availability and adequacy of potential small business sources prior to determining the method of acquisition and ultimate issuance of an award. The Government is not obligated to and will not pay for any information received from the potential sources as a result of this synopsis. It is requested that interested small businesses sub! mit to the contracting officer a brief capabilities statement package (no more than 10 pages in length, single spaced, 12 point font minimum) demonstrating ability to perform the requested services. Pages in excess of 10 pages will not be reviewed. The documentation shall address the following: (1) Relevant Experience to include experience in performing efforts of similar value, size, and scope within the last five (5) years including contract number, indication of whether your firm acted as a prime or subcontractor, contract value, Government/Agency point of contact and current telephone number, and a brief description of how the contract relates to the technical services described herein.(2) Company Profile to include the following:1. Number of employees.2. Office location(s).3. Available bonding capacity per contract.4. DUNS number.5. CAGE Code.6. Small business designation/status claimed.
