REQUEST FOR AE QUALIFICATIONS Notice Type: Sources Sought Response Due Date: May 17, 2011 Classification Code: C - Architect and Engineering Services NAICS Code: 541310 - Architectural Services Synopsis: Pursuant to FAR Part 36, Battelle Memorial Institute, Pacific Northwest Division (Battelle) is soliciting qualifications for Architect-Engineer (AE) contractors interested in doing work for Battelle. With no guarantee of work, we anticipate the need for a variety of AE services. Examples of some of the types include research laboratory remodels, small warehouse design, office remodels to improve energy usage and safety, design of renewable energy systems, design of high efficiency replacement HVAC systems, design of electrical systems, lighting, water and waste water systems, drafting services, surveying, geotechnical investigation and environmental (RCRA, CECRLA, CWA) reviews. From time to time, when projects come up that are estimated to cost less than $1,000,000, Battelle may review the current AE qualification packages on file to determine the 3 most highly qualified firms and have discussions with those 3 firms to determine the best qualified firm for a particular project. A price proposal will be requested from the highest rated firm. If a reasonable price cannot be negotiated, discussions will be held with the second best qualified firm and so on. Key factors that have been determined to have a high value in descending order of importance for any actions awarded as a result of this call for qualifications are: o Design Ability & Excellence. o Capacity and Capability. o Professional Qualifications. o Past performance. o Geographic location of home office and familiarity of the locality. Note: Capacity and Capability are approximately equal in weight with Professional Qualifications, and only slightly less important than Design Ability and Excellence; with location of the home office and familiarity of the locality significantly less importance. Past Performance will be evaluated separately from the other criteria, to determine the degree of risk involved in accepting an offeror's promises of performance. In order for a firm to be eligible and receive consideration for future AE projects you must submit one copy of each of the following documents: o Central Contractor Registration Central Contractor Registration is required for award of federal contracts. www.ccr.gov - search database for your firm and print out results. You must be registered in CCR and accept electronic payments in order to be considered for any contract awards. o SF 330 Parts I and II ■ The SF 330 Part I presents the qualifications of the corporate team members (prime firm, joint venture partners and any subcontractors or consultants) and their roles in the proposed contract, an organization chart, resumes of the key personnel to be assigned to the contract, projects which illustrate the team's experience in the required type of work, the key personnel's participation in the example projects, and any other qualifications relevant to the announced contract. A single SF 330 Part I shall be submitted for the entire team. Submitting firms are requested to specifically identify in Section H (in no more than 5 pages total), their experienced based qualifications and capabilities relative to: • Providing, maintaining and implementing QA programs that comply with the specified requirements of 10 CFR 830, Subpart A, as implemented using ANSI/ASME NQA-1 (2000 edition) to achieve a "Graded Quality Assurance Program" or an approved equivalent. • Completing sustainable and energy efficient design including certification under the LEED Green Building Rating System. ■ The SF 330 Part II, General Qualifications, provides basic information about the capabilities and experience of a firm and is not specific to a contract. A Part II is required for the prime firm and each subcontractor, and is prepared on a branch office basis. It includes the type of ownership, small business type (if applicable), point of contact, number of personnel in each discipline, profile of the firm's experience, and annual volume of work. o Electronic and Hardcopy Submission In addition to one hardcopy, also include in each individual envelope one electronic copy of all required documents in PDF format placed on a standard CD, which is readable on PC's operating in a windows environment.
