- The SEC has a sole source requirement to obtain through a short-term extension approximately 43,701 rentable square feet (rsf) of office and storage space to continue housing the SEC Atlanta Regional Office ("ARO") at One Live Oak, 3475 Lenox Road, Atlanta, Georgia. The SEC lease expires June 19, 2011. The extension will be for a six (6) month term at which time the ARO will be relocated to Atlanta Plaza, 950 E. Paces Ferry Rd., Atlanta, Georgia. The Atlanta Plaza property won the most recent competitive lease acquisition. This requirement arose as a result of a delay in the SFO development stage involving the SEC's security requirements language. Although planning was done to allow sufficient time to conduct a full and open competition for the follow on lease, the schedule was delayed mainly by the efforts of the Leasing and Security Branches in developing an integrated process to address security requirements language to be used for all lease procurements. Both branches were newly established and this process had not previously be memorialized with roles and responsibilities identified, nor was there SFO language that reflected the agency's security requirements. The Leasing Branch conducted a market survey in October 2009 after posting a notice on the Federal Business Opportunities (FBO) website. Final approval on the SFO security language was not received until May 2010. This delayed the acquisition process by several months. The new lease was executed on December 9, 2010. The construction project schedule for build out of the new space indicates move-in around the February 2012 timeframe. The SEC has determined that it is in the best interest of the agency to obtain a short-term extension rather than allow the current lease to expire and go into a holdover status. Holdover could result in a premium rental rate.
