- ****NOAA's Acquisition & Grants Office, Western Acquisition Division-Boulder, intends to negotiate, on a sole source basis, under authority of FAR 13.106-1(b)(1) with Jerry's Rock and Gem for welding of titanium attachment darts for satellite tags. ****The sole source determination is based on the National Oceanic and Atmospheric Administration's (NOAA) continued need for the welding of titanium attachment darts for National Marine Fisheries Services (NMFS). The darts are manufactured to a specific specification to fit within custom made tags by Wildlife Computers. Jerry's Rock and Gem weld barb assemblies to post assemblies (both titanium) and complete fabrication tag attachments for cetaceans. The darts are sold to a select group of scientists so design is proprietary in nature. The welding of these tags requires specialized equipment and must be done within a controlled environment, specifically an Argon chamber, therefore Jerry's Rock and Gem is the only know vendor to meet NOAA's requirements. Delivery date is May 31, 2011 ***This notice of intent is not a request for competitive proposals and no solicitation package is available. However, firms that believe they can provide the space and service as described that fully meets the Government's requirements may submit substantiating documentation in writing to the identified point of contact within 10 days after publication of this synopsis. Such documentation will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to conduct a competitive procurement, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice.
