Description
The USDA Forest Service, Gifford Pinchot National Forest, intends to acquire by contract maintenance work on the Canal Bridge located on Forest Road 90. The maintenance work to be performed includes: traffic control & management; reinstalling existing shims as well as new shims under deck and girders; removal and disposal of existing asphalt wearing surface materials; removal of excess preservative treatment from top surface of deck; construction of an engineered asphalt wearing surface with a waterproof paving membrane placed between two asphalt layers; reinstallation of four object markers; and protection of existing water body and environment from contaminants. The project is located within the Gifford Pinchot National Forest, approximately 4 miles East of Cougar, Washington. To access the project, take exit 21 off of I-5 and proceed east along state highway SR503 towards Cougar. Continue through Cougar on SR503 for approximately 3 miles at which point SR503 becomes FS Road #90 at the County line. The project site is located approximately 0.75 miles past the county line on FS Road #90. The estimated cost of construction for this project is between $25,000 and $100,000. A solicitation for this project work, following the procedures of FAR Part 13 for Simplified Acquisition, will be made available on this web site on or about April 21,2011. The period for performance will be 90 days from issuance of a Notice to Proceed, which is anticipated to be issued on or about May 15, 2011. This acquisition is 100 percent set-aside for small business concerns. The NAICS Code for this procurement is 237310 with a applicable size standard of $33.5 million. Offerors will be evaluated on price, experience, past performance and other factors. A single contract will be awarded to the offeror whose offer, conforming to the solicitation, is the best value to the government. All responsible sources may submit an offer which will be considered by the government. In accordance with FAR 4.1102(a), prospective contractors must be registered in the Central Contractor Registration (CCR) database prior to award of a contract. Lack of registration in the CCR on the part of the offeror will render an offeror ineligible for award.
