Description
The US Army Contracting Command - APG on behalf of the US Army RDECOM CERDEC Night Vision and Electronic Sensors Directorate (NVESD) Science and Technology Division (STD) is conducting research to identify state-of-the-art hyperspectral imaging technology, within industry and academia, for standoff trace detection of explosive materials and associated chemical species. Specifically, NVESD seeks mature technological approaches that can transition quickly from design through 9-month fabrication, test, and deployment in a 12-month overall period. The overall goal of this technology is to provide automated day/night/all-weather substance detection capability from a vehicle borne mast mounted platform, operable from stand-still at standoff ranges from 3 to 100m, and operable from 0kph to 20kph advancement speeds at stand-off ranges from 3m to 30m, with a 1m to 18m Field of Regard. As such, any turnkey material solution should package all of its instruments in a stabilized gimbal for sensor isolation and 2-axis pointing. To address a real-world CONOPS scenario, the system architecture should accommodate all data processing onboard the host vehicle using a dedicated workstation as well as a radio transmission link for streaming data to a remote processing and analysis station. This remote processing and analysis station should be included in the design as part of the total system solution. To be a viable approach, design consideration must be given to target/scene situational awareness (i.e. supplemental imagining sensors), accurate geolocation of the detection point (+/- 2cm), and 24-hour image/meta data recording. Respondents are asked to submit a white paper, no greater than 10 pages in length, describing a realistic and mature hyperspectral-based system approach to stand-off trace detection. Papers shall also include point(s) of contact (email and phone numbers) for further Government inquiry should more information be desired, name and address of firm, Central Contractor Registration CAGE Code and current level of firm's facility clearance (Secret, Top Secret or No Clearance). This is NOT a request for proposal and does not constitute any obligation by the Government to award a contract based on the findings from this survey. The Government will not reimburse interested sources or respondents to this notice, or any follow-on notice, for any costs incurred in association with this announcement, or for subsequent exchanges of information. Industry is encouraged to respond with information not constrained by proprietary data rights. However, if proprietary data is included in your reply, please mark it appropriately. The Government will not be responsible for any proprietary information not clearly marked. All submitted information will be kept by the Government.
