Description
ISSUANCE DATE: April 6, 2011 CLOSING DATE: April 14, 2011 Ladies/Gentlemen: SUBJECT: MODIFICATION: Solicitation for U.S/TCN Personal Service Contractors - Three (3) Financial Analysts in Pretoria, South Africa with one (1) Financial Analyst providing direct support to USAID/Windhoek, Namibia. Solicitation No. 674-11-00030 The subject solicitation is modified as follows: 1. Deletes the section 11 (III) in its entirety and replaces it with the following: "III. EVALUATION FACTORS: The following factors are listed in descending order of importance and will be the basis for the evaluation of applications meeting the required minimum qualifications. All applications will be evaluated based on the documentation submitted with the application. USAID reserves the right to contact your previous employers for relevant information concerning your performance and may consider such information in its evaluation. The highest ranking applicants may be selected for an interview, but an interview is not always necessary. A. Work Experience (45 points): A minimum of 15 years of progressively responsible work experience in USG accounting, financial analysis, audit and financial management as well as a minimum of 10 years supervisory experience is required. In addition, the successful applicant will have a minimum of 10 years in mentoring and training staff in USG regulations, laws, and policies. B. Abilities and Skills (45 points): a) Demonstrated, thorough working knowledge, application, and understanding of professional accounting principles, theories, practices and terminology. b) Demonstrated working knowledge of US government and business industry financial accounting and budgeting principles, procedures and reporting mechanisms. c) Demonstrated knowledge of pre-award requirements and audit management of local and regional grant awards. d) Excellent analytical skills and sound judgment is required. e) Excellent oral and written communication skills are required. f) She/he must have demonstrated the ability to develop procedures and internal controls to ensure the integrity of financial data, implement financial processes and procedures required by US law or regulation, and develop requisite internal controls for local, regional, and international organizations essential for safeguarding USG resources. g) She/he must have the demonstrated ability to manage complex accounting systems as well as the requisite skills to teach and mentor others in those systems. C. Education (10 points): The applicant must possess a university degree in accounting, finance, computer science, or business administration."
