- The 319th Contracting Flight at Grand Forks AFB, ND intends to award a single firm fixed price contract for project JFSD 200979 UAS (MQ-1) Repair Squad Ops AMU Building 541. This is a pre-solicitation notice/synopsis only. Tentative solicitation release date is April 22, 2011 with an approximate response date of May 23, 2011. Contractor shall furnish all plant, labor, materials, supplies, and supervision necessary to perform the project in strict accordance with the Technical Specifications and Drawings. Project includes, but is not limited to the interior renovation of the open bay in the south west corner of building 541 into a functioning UAS equipment/operations facility including support offices, mechanical, electrical and fire suppression infrastructure. The south east corner of building 541 shall be renovated for office and training spaces. Work shall include demolition and new construction room layout, architectural casework, new finishes, doors and frames, ceilings, HVAC, electrical work and fire suppression. Minor site work related to new mechanical and electrical infrastructure is also required. The magnitude of the resulting contract is between $500,000 and $1,000,000. The performance period will be one hundred eighty (180) days with no winter exclusion. The North American Industry Classification System code for this acquisition is 236220 with a size standard of $33.5M. The solicitation will be set aside 100% for Small Businesses. This will be a Request for Proposal (RFP), Performance Price Tradeoff (PPTO) solicitation. There will be no public bid opening. Award will be made based upon Best Value to the Government in accordance with FAR 15 and the terms in the solicitation. The government reserves the right to award a contract to other than the lowest price. Evaluation factors will be set forth in Sections L & M of the solicitation. No paper copies or CD-ROMS will be issued. Once the solicitation is posted, it is incumbent upon the interested parties to visit this website frequently for any updates and/or amendments to all documents.
